This pre-solicitation notice is transmitted in accordance with Federal Acquisition Regulation 5.207(a), as follows: Action Code:� Pre-solicitation Date:� June 3 Year:� 2021 Contracting Office Zip Code:� 23510 Product or Service Code:� 1910 Contracting Office Address:� 200 Granby Street, Room 405, Norfolk, VA Subject:� Dry Docking and Repairs to NOAA Ship PISCES Proposed Solicitation Number:� To be determined (TBD) Closing Response Date:� TBD Contact Point or Contracting Officer:� The Contact Point is Contract Specialist Michelle Blake, Email michelle.blake@noaa.gov, telephone (757) 441-3870 Contract Award and Solicitation Number:� TBD Contract Award Dollar Amount:� TBD Line Item Number:� TBD Contract Award Date:� TBD Contractor:� TBD Description:� The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for dry docking and repairs to NOAA ship PISCES.� �The PISCES is 208.6 feet long overall, and its home port is Pascagoula, MS.� Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE WORK ITEMS DRY DOCK: Temporary Services; ABS Special Survey No. 1; Dry Docking and Routine Dry Dock Work; Hull Anode Renewals; Cathodic Protection System Inspection & Anode Replacements; Rudder and Tailshaft Removal and Inspection; Propulsion Shaft Thrust Bearing Inspection; Sea Valve Overhauls; Ground Tackle Inspection and Preservation; Underwater Hull coating; Freeboard Coating; Superstructure Coating; Flying Bridge Painting and Preservation; Roll Stabilization Tank Preservation; Marine Sanitation Device (MSD) System Maintenance; Waste Water Tank (4-29-0) Preservation; Ballast Tank Repairs & Modifications; Ballast Tank 3C Repairs; Potable Water System Modifications and Tank Preservation; Bow Thruster Maintenance; Annual Fire Inspection; Annual Life Raft Inspection; Rescue Boat Davit Annual Inspection; Centerboard Annual System Inspection; Propulsion Motor Annual Inspection; Ship�s Crane Annual Maintenance; Refrigeration System Annual Maintenance; Air Compressor Annual System Maintenance; Hydraulic Hose Renewals; Miscellaneous Pipe and Habitability Repairs; Miscellaneous Corrosion Mitigation Repairs; TLI System Replacement; Gauge Calibration; Main Switchboard and Transformer Cleaning; Capstan Overhaul; SSDG ABS Annual Inspection; and Dock and Sea Trials. OPTION - ADDITIONAL DRYDOCK WORK ITEMS: �Main Sea Water Pump Replacement; Steering System Modifications; RO Plant Modifications; Computer Lab Stand-alone HVAC System; Decking Coating Replacement; HVAC Re-heater Replacement; HVAC Duct Cleaning; Cable Transit Repairs; Acoustic Tile Replacement; Distillation Plant Refurbishment; Main Propulsion and Bow Thruster Motor Drive Cabinet Spare Parts; Bow Thruster Motor Cabinet OEM Inspection; QAWD Door #107 Replacement; Engine Room Bilge Painting; Machinery Space Supply Fan Overhaul and Louver Maintenance; SSDG Generator Overhaul� Additional Pad-Eye Installation; Multibeam System Installation; EK80 (70 kHz) System Installation; SCANMAR Computer Installation; Miscellaneous Scientific and Navigation Equipment Repairs and Upgrades; Closed Circuit Television System Upgrade; and Satellite TV System Groom. The solicitation will include a liquidated damages clause. The performance period will begin approximately 5 days after award for procurement of material and other planning and logistics required for the successful performance of the contract.� The performance period for work on board NOAA Ship PISCES will be approximately 112 calendar days, with a start date on or about December 7, 2021 and a completion date on or about March 28, 2022.� Ship�s transit time to and from the place of performance is not included in the specified performance period.� A ship inspection is not planned for this requirement. The acquisition will be issued as a Request for Quotations (RFQ) in accordance with FAR Subpart 13.5 and FAR Part 12.� Proposed RFQ 1305M221FNMAN0092 will be issued on or about June 9, 2021 with proposals due on or about July 7, 2021.� The anticipated award date is on or about July 30, 2021.� The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors.� The RFQ will be issued via electronic posting under �Contract Opportunities� on the Governmentwide Point of Entry (GPE) at https://beta.sam.gov [formerly Federal Business Opportunity (FBO)]. Hard copies of the RFQ will not be issued.� It is incumbent upon contractors to monitor the GPE for the release of the RFQ, specifications, drawings and all subsequent amendments.� Many of the reference documents applicable to this RFQ are too numerous and/or too large to upload to this site; consequently, interested parties shall submit a request for access to the reference documents via email to Contract Specialist Michelle Blake, Email michelle.blake@noaa.gov with a copy to Contracting Officer Andrew J. Northcutt, Email andrew.northcutt@noaa.gov.
