- DESCRIPTION: The National Institutes of Health - NIAAA intends to procure the services of a contractor to provide an the Intellicage system to measure mice behavior. Combined Synopsis/solicitation: NIH- NIAAA has a requirement for the purchase of �two (2) Intelli[gent] Cage systems to detect changes in behavioral phenotypes. �Social factors during drug use, specifically alcohol, are a significant factor but have been difficult to study due to technical challenges. �The Lab is looking to purchase a reliable operant chamber that allow to study up to 16 mice socially housed and test their drug intake behavior. �They do already own two of the Intellicages by TSE Systems and need two more to test males and females separately. Requirement: The Intellicages have a drinking chamber in 4 corners and the mice are recognized by an RFID chip that records the visit based on the chip reading and the temperature change. This allows for a controlled program to test the mouse using nosepokes to gain access to bottles. Outside the chambers, the mice join a common place with the rest of the cohort. The controlling software can manage up to 8 different Intellicages.�� We are looking to purchase such a complete system and want available animal specialized vendors to provide or create a �smart Cage� that integrates with TSE�s products- the current system. The requirement is for commercial items in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.603 and FAR 13, supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and another written solicitation will not be issued.� This solicitation document incorporates provisions and clauses that are in effect in the March 2005 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 334516- Analytical Laboratory Instrument Manufacturing. The proposed contract action is for which the Government does not intend to solicit and negotiate with only one source under the authority of FAR 6.302. �Instead, interested parties may identify their interest and capability to respond to the requirement and submit quotations. This notice is a request for competitive quotes and all quotes received within the time and date of publication of this Notice# HHSNIntellicages060121 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a future competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 10:00 am, ET, June 14th, �2021. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
