- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the synopsis and solicitation of the quoted items; no additional request for quotes and/or request for solicitation will be issued. This solicitation documents and incorporates the provisions and clauses through Federal Acquisition Circular (FAC) 2020-04. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.farsite.hill.af.mil. This procurement is being solicited and competed as a 100% small business set-aside. The North American Classification System (NAICS) code for this effort is 334118 with a size standard of 1000 employees. This procurement will be awarded using the Simplified Acquisition Procedures (SAP) outlined in FAR Part 13. Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida intends to issue a Firm Fixed Price (FFP) purchase order that covers commercial items. All proposal information shall be furnished at no cost or obligation to the Government. Requirement Description: The Government has a requirement to procure hardware in support of the MRTS 3D SLQ-32 V(6) trainer. This hardware will consist of three lots and two separate deliveries: One (1) lot of the equipment will be sent to the MRTS Lab at NAWCTSD, Orlando, FL; and the other two (2) lots will be sent to the Corry Station Pensacola, Florida. Configuration control is of significant importance, as current environment and support structures (e.g., classroom dimensions, connectivity, environmental controls, utility capacity, etc.) cannot be altered without significant additional expense (cost and schedule) or negatively impacting training capacity. As such, several items are being requested as brand name specific, with no substitutes.�Items in appendix A that contain �Yes with approval� will allow for substitutions with specifications that are brand name equivalent or higher if they are compatible with the current MRTS lab. Selection Criteria: The Government will make a single award to the offeror whose quotation� 1) is evaluated as having complied with specified technical material requirement parameters, 2) offers the lowest price total price and, 3) provides proof of required delivery date capability (criteria a listed in descending order of importance). The successful offeror shall delivery in the quantities, labeling instructions, shipping address, and point of contact identified in Table 2. Please Note: The Government is aware of the components shortage for�particular items listed in the appendix and the affect it will have on the desired due dates.� Adjustments to the delivery schedule will be made for the�affected items provided that the offeror�specifies�the earliest date in which the affected items will be supplied and includes a rational explaining why the items cannot meet the original delivery dates in the proposal. Items without a sufficient rational or�those unaffected by the shortage must be delivered by the specified delivery dates in section 1B. Response Submission Instructions: Quotes are due no later than 17:00 US Eastern Standard Time on 9�June 2021. Quotes will only be accepted by email to Asha.gissendanner@navy.mil and Christopher.j.camp1@navy.mil. In addition to the requirements found at clause 52.212-1(b) and throughout this synopsis/solicitation, responses must also include solicitation number; a direct point of contact; delivery schedule(s); commercial warranty terms, discount terms; business type, size standard; CAGE code; and DUNS number; Tax ID number, and complete total amount for each line item. Response must also include the name, address, and telephone number of offeror. Proprietary data in the response will be protected where so designated. See attachments for details.
