The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. � � Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. � � The International Narcotics and Law Enforcement Affairs Section (INL) at the US Embassy Mexico City manages assistance activities that help design, build, and nurture the capabilities of law enforcement agencies (LEAs) in Mexico by investing in the professionalization of host government personnel and improvements to the infrastructure of host government agencies through the provision of professional training, equipment, technical assistance, and other needed goods and services. �INL Mexico manages the $2.5 billion bilateral Merida Initiative. �The INL Management/COR and Procurement Teams in Mexico are administering approximately $300 million dollars of foreign assistance under the auspices of the INL Bureau within the DOS, and under the direction of an FS-01 Deputy Director, FS-02 Management Officer, and FS-02 PSC COR. �� � Through this Personal Services Contract (PSC) INL seeks to obtain a Deputy Contracting� Officer�s Representative (Deputy COR) who will administer a variety of contracts implemented in Mexico, as well as provide assistance throughout the acquisition process. The incumbent will have primary responsibility for the administration of duties associates with INL Mexico�s largest service contract, and will collaborate with a group of other CORs, Government Technical Monitors (GTM), Budget Analysts and administrative personnel. � � The Deputy COR shall work under the supervision of the Senior INL Contracting Officer�s Representative (S/COR) at post. � � DUTIES AND RESPONSIBILITIES� Under the direct supervision of the Senior Contracting Officer�s Representative (S/COR) , the Deputy COR will complete the following duties:� � 1.�� �Work closely with project stakeholders to analyze program needs, define and document the program�s contractual scope, schedule, site-specific considerations, work requirements, milestones and activities. � � 2.�� �Assist program managers and COR team from inception to completion of the contract to develop clear, accurate, current, and detailed contractual requirements.� � 3.�� �Represent INL Mexico interests and priorities when coordinating efforts among federal agencies and organizations internal and external to DOS. �Help facilitate the regular flow of information among stakeholders, such as by organizing, hosting and documenting project meetings.� � 4.�� �Evaluate contractor performance and deviations from the contract requirements through surveillance techniques, including direct observation at the contractor�s work site. Review and document performance in relation to original contract award amount and completion time, ensuring appropriate approvals. Monitor, prepare progress reports, and update plans and schedules. Review, monitor, and report the status of contractor projects to ensure the results achieve the Bureau�s goals.� � 5.�� �Identify and recommend solutions or corrective action to resolve any problems that interfere with contract progress and with the completion of the project. In cases where problems cannot be resolved within the incumbent�s realm of authority, make recommendations to the S/COR, Contracting Officer, Program Officer and implement these actions upon approval of the CO. � � 6.�� �Develop and maintain effective contract administration processes, such as invoice review and approval, creating and implementing quality assurance/surveillance plans, and project file maintenance.� � 7.�� �Serve as a technical advisor to management on contract terms and conditions, performance requirements and operations, providing updates as required. Review reports and papers from staff and contractors to ensure technical accuracy and compliance with Bureau and Department objectives, policies, and guidelines.� � 8.�� �Reviews personnel and contract activities with a focus on ensuring adherence to proper management controls with respect to budgets, projections, recoveries and deliveries and all other contract requirements and deliverables.� REGULATIONS, POLICY, GUIDELINES, LAW � The proposed COR must follow the following guidelines which consist of the Federal Acquisition Regulation, the Department of State Acquisition Regulations, the CO�s letter of delegation of authority appointing the COR, the terms and conditions of the specific contract, and official INL bureau guidelines. In addition, the incumbent must be able to determine application of basic administrative policy statements concerning the issue or problem being studied, which may include reference to pertinent legislative history, related court decisions, state and local laws, or policy initiatives of agency management. The incumbent must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, the Foreign Affairs Handbook (FAH), the Foreign Affairs Manual (FAM) and DOS financial operating procedures and policies. � � TRAININGS & DISTANCE LEARNING COURSES� 1.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.� 2.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. �� � 3.�� �Completes the INL Orientation (INL 101) at the first opportunity and not later than one year after deployment to Post.� � 4.�� �Successfully completes training to receive and maintain the Federal Acquisition Certification for Contracting Officer�s Representatives (FAC-COR), Existing FAC-COR Level III (or equivalent) or higher certification required.� � 5.�� �Deploy based on successfully completing training required to receive the Federal Acquisition Certification for Contracting Officer�s Representatives (FAC-COR.).� � 6.�� �If applicable - Consultations with the INL Program Office may be required.� � PLACE OF PERFORMANCE and TRAVEL REQUIREMENTS� U.S. Embassy Mexico City, Mexico. The Deputy COR�s main place of operation is in the offices of INL Mexico with occasional travel to other locations in Mexico or the United States as necessary to monitor contract performance and deliverables as well as attend training or consultations.� � RELATIONSHIP� The Deputy COR will serve under the day-to-day direction of the Senior COR, a PSC. �All employees under Chief of Mission (COM) authority-assigned management duties work with INL leadership to ensure oversight and non-duplicative efforts in the Mission.� � The Senior COR and INL Management Officer will provide yearly performance reviews to the Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review.� � COR AUTHORITIES AND LIMITATIONS� After obtaining the required FAC-COR Certification, the Contracting Officer will designate in writing, the position of COR, to take certain actions under the contract(s) requiring oversight. The designation memorandum will specify the scope and limitations of the authority to be delegated. � � The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. �The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. The COR will be responsible for:� � ��� �Developing a strong working relationship with the Contracting Officers� ��� �Promptly notifying the Contracting Officer in writing of any noncompliance or deviation in performance or failure to make progress� ��� �Maintaining constant cognizance with respect to technical compliance with contract terms on part of the Contractor� ��� �Knowing and understanding the terms and provisions of the contract� ��� �Knowing the scope and limitations of the COR position�s authority � ��� �Using good judgment, skill and reasonable care in the exercise of the COR position�s authority� ��� �Protecting privileged and sensitive procurement information� ��� �If appropriate, periodically visiting the Contractor�s workplace as identified in the� QASP� ��� �Serving as the property administrator for the contract(s) assigned� ��� �Establishing and maintaining adequate COR files in accordance to the requirements of the FAR� ��� �Preparing performance assessments for input into the Contractor Performance Assessment Reporting System (CPARS)� ��� �Reviewing and approving invoices on assigned contracts� ��� �Work directly with program teams to ensure all deliverables are met on every contract.� ��� �Maintain status reports on planned procurement actions, active contract actions and contract closeout actions. � ��� �Assist in the development of COR training courses and SOPs for program officers and their staff. �� � In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. �Such changes must be authorized, in writing, to the Contracting Officer.� � DELIVERABLES/REPORTS� Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and ""Completion of assignment report,"" which shall be a compressive review of the projects in which the contractor was involved. �� Each report shall include a critique of and recommendations for the various projects. �The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. �The Personal Service Contractor shall submit two (2) copies of each report as required to the following; � 1.�� �INL/POST Director(s) and;� 2.�� �INL/Program Officer � � Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC�s hard file under Section V.; Tab E - Receiving Reports. � � The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL� Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. �The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author�s name(s), contract number, project number, and title, contractor�s name, name of the State Department project office, and the publication or issuance date of the report.� � When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. �Wherever possible, pages should be printed on both sides using single spaced type.� � COMPLEXITY� This position involves planning, organizing and performing research and analysis of complex contracting regulations and procedures. � � SCOPE AND EFFECTIVENESS� The PSC performs broad and extensive assignments related to complex interpretation and application of federal contracting regulations.� � PERIOD OF PERFORMANCE� The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.� �� MINIMUM QUALIFICATIONS: � 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance. (Security clearance upgrade to TS level may be required).� � 2.�� �Bachelor�s degree from an accredited institution: or,� a.�� �A minimum of five (5) years of equivalent professional experience working on contracts; or, � b.�� �A minimum of three (3) years of professional experience as a COR on other U.S. Government contracts.� � 3.�� �A minimum of two (2) years of professional experience physically working in international, post-conflict or emerging state environments.� � 4.�� �A minimum of two (2) years of experience managing highly complex, high dollar value projects/programs, of which one (1) year must be equivalent to the GS-12 level in the federal service.� � 5.�� �Demonstrated training or professional experience with contract administration principles, policies, regulations, and procedures.� � 6.�� �FAC-COR Level II (or equivalent) or higher certification within the past three years. 7.�� �Demonstrated ability to communicate effectively in English both orally/written. Demonstrated creativity in assisting cost savings methods and the ability to create Standard Operating Procedure documents. �� FACTOR 4: �� �Program Needs Assistance ��� � � � � � � � ��� �(20 points)� Proven ability to communicate effectively, both orally and in writing, in a timely and concise manner. �Demonstrated experience working with subject matter experts and program staff to determine their needs and� assisting in defining their requirements. Demonstrated the ability to assist program officers in creating Statements of Work, Performance Work Statements, Market Research Memorandums, Independent Government Cost Estimates and Acquisition Plans. � BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-03 equivalent level ($72,526 and $106,507 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
