Sources Sought Synopsis Notice Type: Sources Sought NSN/Part Number: 6030-01-545-6837 AH/00-14320-01 (4H3E0)����� Synopsis: 1.� NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $22M.� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 1.2 The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Background. The LumaSense (Advanced Energy) M604 Fiber Optic Signal Conditioner (FOSC) is part of the Intercontinental Ballistic Missile (ICBM). The FOSC is used to monitor the control systems temperature to assure that the system temperature maintains operational environment and is considered a critical part of the environmental control system.� 2.2 The Air Force is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the repair and testing of the M604 Fiber Optic Signal Conditioner (FOSC). Potential vendors MUST possess necessary technical data, specialized tooling, testing equipment, and facilities to inspect, repair/refurbish and test these assets in accordance with the Performance Work Statement. Currently, LumaSense/Adanced Energy Industries is the only known source with these capabilities. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� 3.1� If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements; and 3) Technical approach to meeting the detailed qualification requirements described in the Fiber Optic Signal Conditioner drawings and specifications; and 4) Rough Order of Magnitude (ROM) price estimate to accomplish the tasks described in the draft Performance Work Statement (PWS).� The ROM provided to the government must be itemized as follows:� (1) Analysis/Feasibility Study, (2) Prototype Fabrication, (3) Technical Data, (4) Testing, (5) Develop/Design Prototype, (6) Engineering Support. 3.2� The government will evaluate market information to ascertain potential market capacity to 1) provide Fiber Optic Signal Conditioner design, prototyping; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 3) implement a successful project management plan which includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. 3.3� If, after reviewing these documents, you desire to participate in the market research and your organization has the potential capacity to perform these contract requirements, please provide the following information below in the contractor capability survey as well as tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
