Description
SOURCES SOUGHT The Mission and Installation Contracting Command (MICC) - West Point is conducting market research to ascertain the availability of interested and capable Offerors to provide a services for removal of 40 historical portraits in Cullum Hall, pack and transportation to West Point Museum archival storage, in support of the Cullum Hall Restoration project at West Point. This is in accordance on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is/are: 561210 �facility Support Services, with associated size standard of $30,000,000. A need is anticipated to procure services to remove 40 historical portraits in Cullum Hall, prepare them for temporary archival storage within the West Point Muesum. This will be Meet or exceed specification (please see attached specifications) � Specifications: Contractor Qualifications �Potential contractor and subcontractors must be experienced in handling museum artifacts and fine art valued in excess of $200,000 per artifact within the last two (2) years.� Provide three (3) museum references for work completed within the last two (2) years.� Submit proof of experience and references with the proposal. �Potential contractor must provide a minimum of $2 million of insurance coverage for the historic property with West Point Museum listed as an additional insured, while the historic property is in the care of the contractor.� Submit a certificate of insurance within five (5) business days of award. Scope of Work �Contractor will de-install from a maximum height of twenty(20 feet), individually soft pack using acid-free, archival grade supplies (to include tyvek or plastic sheeting, bubble wrap and cardboard protective sleeve) and transport forty (40) works of art from USMA building 605 (Cullum Memorial Hall), 2nd Floor Ballroom to USMA building 2101 (West Point Visitors Center) basement.� Works of art are to be protected from physical and environmental damage during transit and transport. Transportation must be on an access controlled, insured vehicle with no stops between loading and unloading of vehicle.� Vehicle must be manned by a minimum of two (2) contract personnel, one of whom must remain with the vehicle at all times while it contains West Point Property.� Provide a vertical storage rack in the designated are for art work storage. �Rack may be pre-fabricated or site fabricated, and provide number of spaces for a maximum of two pieces of art per space. Rack shall be free standing with no permanent attachments to walls or ceiling. Base of rack shall provide continuous support and be at least two inches above the floor. Rack shall have a rigid, watertight drip shield that extends a minimum of six inches beyond the largest piece of art.� The drip shield shall be capable of supporting 10 pounds per square foot of load. �Work at USMA facilities cannot be performed on weekends and/or on federal holidays. Any and all damage to ""government property"" or ""paintings, frames or buildings"" caused by contractor and the associated costs to repair said damage will be the responsibility of the contractor. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the service requirement for the historical portrait removal is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services. 8.
