- Description
- Background The U.S. Department of State�s Foreign Service Institute (FSI) is the bureau of record responsible for providing training opportunities in support of the Agency�s mission. While FSI supplies substantial coursework through its classroom offerings, it is impossible to meet the training needs of a worldwide population on-demand. Therefore, FSI seeks to augment its classroom training with general online content and supplemental learning resources delivered via the internet. Scope The principal goal is to extend FSI�s reach by providing general online content which is to be used both within already-established training curricula as well as a supplement to each agency�s custom online courses, in order to reach its extensive audience. Objectives The primary objective is to provide contractor services and deliverables through the provision of general online content courseware (required), an external portal with supplemental learning materials (required), and a set of virtual texts (required and optional components) delivered via FSI�s in-house learning management systems.� Such content offers training and study opportunities to employees whom, for financial and logistical reasons, may not be able to avail themselves of residential training at the Institute. In addition, it supports the provision of both industry-standard IT certifications as well as professional certifications (see Appendix A). Tasks FSI is in search of a training vendor to provide the following: off-the-shelf online training content, cloud-based �external portal with supplemental learning materials, a library of virtual texts The off-the-shelf online training content must provide an extensive course collection (5,000 or more courses), include interactive components (e.g. knowledge-checks, quizzes), and cover a breadth of topics (including, but not limited to): �accounting, administrative skills, communication, customer service, economics, environmental, finance, health, information technology (desktop and systems), leadership, management, safety, et al. The courses must run seamlessly on FSI�s established learning management system, Cornerstone. The course content must be SCORMed, and 508-compliant.� The external portal must include a range of learning materials (e.g. videos, audio clips, books, etc.) to supplement the course collection.� The portal must allow FSI administrative control to manage users and content. It must also run seamlessly on FSI�s learning management system, Cornerstone, and be mobile ready and compatible with both PC and Mac systems. Online catalog content must be delivered seamlessly through cloud-based synchronization, and provide ability to customize preferred uploads (or deny uploads) to FSI�s current learning platform, Cornerstone. The online training material solution must be FedRAMP certified, with the authorization for impact level: Moderate, at minimum.
