- DETERMINATION AND FINDINGS SDVOSB SET-ASIDE NETWORK CONTRACTING OFFICE (NCO) 10 MARKET SURVEY Upon the basis of the following determination and findings, it is proposed that the services described below be procured as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside, pursuant to FAR Part 19.1405 Service-disabled veteran-owned small business set-aside procedures. FINDINGS The Network 10 Contracting Office intends to solicit and award a firm-fixed priced contract for the removal and replacement of shaft seals and motor bearings in Chiller # 1 of the John D. Dingell VA Medical Center (JDDVAMC), 2626 John R, Detroit, MI 48201-1916. This acquisition will use FAR Parts 12 & 13. This solicitation will be announced to Federal Business Opportunities (FBO) on or around June 4, 2021 as a SDVOSB Set Aside. Market research was conducted and it was found that there are several SDVOSBs that are capable to meet the JDDVAMCs needs. Market research has indicated that there are at least two SDVOSB businesses in Michigan that can provide the troubleshooting and replacement of the Chiller parts needed to meet the VA need. A VetBiz Search (https://vetbiz.va.gov/vip/) was conducted using NAICS Code 238220 using keyword Chiller which returned 33 SD/VOSB results. Based on market research, the CO has a reasonable expectation that offers will be received from at least two capable SD/VOSB concerns, and, the CO has a reasonable expectation that award can be made at a fair and reasonable price offering best value from capable SD/VOSB concerns. The VA Rule of Two has been met for this requirement. DETERMINATION To the extent practicable, the Contracting Officer conducted a thorough market survey, which resulted in a determination that this procurement shall be conducted as a SDVOSB Set Aside.
