Description

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS),�intends to negotiate on a sole source basis a contract with BlueCrest, Inc. (formerly Pitney Bowes Inc.), for an system and component upgrade to a Olympus II Mail Sorter.�The current internal computer is no longer supported and requires update to Olympus II Win 10 PCS, camera and lighting equipment and PC. These hardware and software updates are required to operate and maintain the Olympus II production mail sorter: Model - Olympus II -Serial / SR8M-0002255 Production Sorter. The circumstance permitting other than full and open competition is FAR 6.302-1 and 41 USC 253(c)(5), only one responsible source and no other type of supplies or source will meet agency needs. As the manufacturer of the�custom mail sorter system, Pitney Bowes is the sole source provider of the factory warranty, service, parts, and supplies. The use of non-Pitney Bowes parts and supplies will void the warranty on the custom unit. The system also requires a license, only available from the manufacturer, to legally operate. As the only mail sorting system in use by the agency, it is imperative to the mission that the equipment remains operational on a daily basis. To facilitate maintaining operational status of this equipment, USDA requires the servicing contractor to provide equipment certified technicians, of which are only available through the manufacturer, BlueCrest, Inc. Anticipated Date of Award: NLT 6/30/2021 THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
