THIS IS A REQUEST FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION A. This notice is issued solely for informational and planning purposes. This notice does not constitute a solicitation. The Army Contracting Command � Detroit Arsenal (ACC-DTA) is utilizing this request for information for market research to determine what vendors have the capability to fulfill this requirement within the desired timeframe. The Government will not be responsible for any costs incurred by interested parties in responding to this Sources Sought Announcement. B. ACC-DTA is issuing this request for information to identify sources capable of providing the following vessels by 2nd QFY22: ������������� �Fuel/Cargo Barge Combination: The U.S. Army Garrison-Kwajalein Atoll intends to use the Fuel/Cargo Barge to transfer over 2.6 million gallons of fuel a year, as well as move equipment of outer islands within Atoll and perform water transfers to outer islands.�� The Fuel/Cargo Barge will allow sustainability to mission and livelihood by providing fuel, allowing equipment transfers and provide water capabilities to the outer islands.� The Barge must be able to navigate South Pacific Waters and be classes and load lined by the American Bureau of Shipping.� It must have three pairs of cargo oil tanks, with all transfer, fill and suction piping located in the tanks. A diesel driven deep well pump for moving the oil, with a smaller electric pump to reduce fuel transfer capability as a back-up. The three tanks must be fitted forward for transporting fresh water (not potable water). The deck fills must have camlock closures, to allow for the water to be pumped off using portable pumps. ��������������� The barge must have a deckhouse located aft, that houses an office as well as machinery space for the diesel engines and compressor. The diesel engines must be cooled by remote mounted radiators. The office must have a roof mounted air conditioner, an anchor winch located aft, with the anchor stowed in an anchor pocket and the chain in chain locker, and a single generator that provides electric power to the winches and the air compressor. �������������� �The cargo deck is must have flush ISO deck sockets and cloverleaf tie-downs on standard ISO dimensions, suitable for carriage of 20-ft/40-ft containers as well as the installation of OFE crane for launching target rafts. A suitable electric plug connection for powering this crane. The Cargo deck must be designed for a maximum 3000 psf loading. A bow ramp must be suitable for handling a 233,000 pound mobile crane (approximately 46,000 pound axle weight). �������������� The barge must be a minimum of 150� and not longer than 170�.� The beam molded must be a minimum of 55� and not longer than 60� and depth molded no deeper than 11�.� �CAPACITIES Cargo Oil @90% ..................................................... 226,866 Gallons Fuel Oil @ 95% ...................................................... 500 Gallons Waste Oil @ 95% ................................................... 450 Gallons Fresh Water @ 100% �. ����������� 59,764 Gallons ��������� Tugboat: The U.S. Army Garrison-Kwajalein Atoll intends to use the Tugboat to move a fuel barge (580,000 gallon barge) for fuel services throughout the Atoll of roughly 2.6 million gallons a year. The tug must handle inbound and outbound commercial cargo ships movements, and inbound and outbound Military ship movements as well as assisting commercial freight barge movements and have ocean going capabilities.� The Tugs main function is to move the fuel barge to all outer islands within the Atoll.� The Tug needs to be able to support all inter-atoll operations and inner harbor movements and provide assistance to all inbound and outbound ships.� ����������The tug should be roughly 74-ft, suitable for towing a small barge in South Pacific waters. Power must be provided by two high speed, Tier 3 marine diesel engines coupled to Twin Disc gearboxes. The propellers must be installed in nozzles, with twin high-aspect ratio rudders directly aft of the nozzles to provide for improved maneuverability. ��������� The tug must accommodate six crew members.� The Tug must have a single head with shower, galley and mess area, laundry capabilities and air conditioning suitable for operations in the South Pacific.� The deck equipment must include a winch forward and a tow winch aft. The winches must be hydraulically powered by a separate HPU unit, with back-up provided by hydraulic pumps running off the diesel generators. The Tug must have a complete GMDSS Suite for Open Ocean/ Satellite Voice/Data.� The system and outfitting of the Tug includes:� Bilge/Fire, Fire, Fuel Oil, Compressed Air, Air Receiver, Lube Oil, Dirty/Waste Oil, Potable Water, Sewage, Electrical, HVAC, Engine Room Ventilation, and Engine Jacket/ AC Water Cooling.� The Tug must have the following Fire and Safety Equipment: Fire Stations, Fire Suppression, Fire and Smoke Detection, General Alarm, Navigation Lights and Panel, Life Jackets, Life Rings, Fire Axes, Portable Fire Extinguishers, Signal Flags, Signal Flares, First Aid Kits, and an Anchor.� ����������� The tug must be a minimum of 65� and not longer than 80� over fenders.� The draft must be no deeper than 14� loaded including Skeg, the breadth molded must be no wider than 35�, and the bollard pull not less than 36 short tons.� CAPACITIES Fuel........................................................................... 29,797 Gallons Lube Oil.................................................................... 250 Gallons Hydraulic Oil............................................................ 250 Gallons Slop Tank�................................................................ 595 Gallons Waste Oil �................................................................595 Gallons Potable Water.........................................................1,855 Gallons Black Water.............................................................1,025 Gallons Estimated Bollard Pull at Maximum Continuous @ Rated Horsepower: 36 Short Tons Ahead (72,000 lbs.)
