- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Toptica Photonics, Inc., for the procurement of a Tunable laser and laser locking system. ��The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Thermodynamic Metrology group, within Physical Measurement Laboratory at the National Institute of Standards and Technology (NIST) is responsible for maintaining and disseminating temperature according to the ITS-90 (the international temperature scale of 1990).� The group is developing the next generation quantum SI photonics-based temperature sensors and standards. This development can be an alternative to SPRT (Standard Platinum Resistance Thermometer).� The group needs ultra-low noise, narrow linewidth, wideband continuously tunable laser operating around 1550nm range (in the range 1510nm-1630nm or larger) with integrated turnkey and high-performance laser locking system. The laser system must provide a fiber coupled output with at 15 mW of power over the entire range. Laser system must have a turnkey laser stabilization and automatic re-optimization of the laser cavity parameters to ensure long-term stable, mode-hop free laser operation over the entire tunable range. Additionally, the laser system must include a high-speed, high-bandwidth, low noise laser locking module that can do ultra-stable, top-of-fringe frequency locking, and phase-locking to an external RF reference. The laser locking module must have analog feedback signal with digital interface full remote operation, 50 MHz modulation bandwidths, switchable 5MHz/25MHz modulation frequency, and signal delay less than 10 ns. Furthermore, under a NIST CRADA, �NIST developed data acquisition/measurement software based on Python that can be easily integrated with Toptica DLC-CT-1550 laser (the laser is owned by CRADA industry partner, but temporally used on NIST campus for the CRADA project.) The new laser/system must be easily integrated into existing measurement service infrastructure and be readily compatible with existent data acquisition/measurement system. Toptica Photonics Inc. manufactures the CTL1550 laser.� The laser features turn-key operation, high output power, low noise, wide tuning range, software based PID control, and fiber coupled output.� This laser is the only commercially available product found to meet all the Governments minimum requirements.� Toptica Photonics also manufactures a low noise, high-speed, high-bandwidth laser locking system:� PDH/DLC pro - FALC PRO. The laser locking system subcomponents, PDH/DLC PRO and FALC PRO, is the only commercially available product found to meet all the Governments performance requirements. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
