- Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed Price contract to New England Commission of Higher Education pursuant to FAR6.202-1(a) (2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. A determination by the Contracting Officer not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Naval War College has a requirement for New England Association of Schools and Colleges 1 year membership Sole Source Rationale. Accreditation is a status that provides assurance to prospective students, their families, and the public that an institution meets clearly stated Standards for Accreditation and that there are reasonable grounds to believe the institution will continue to meet these standards in the future. The New England Commission of Higher Education is the sole provider for this service in our region; no other organization can provide this service. PROCEDURES FOR SOLICITATION/AWARD This acquisition is being solicited on an unrestricted basis. The NAICS code is 611710 with a small business standard of $16.5M. Even though a Firm-Fixed Price/Sole Source Contract is anticipated, firms or persons may identify their interest and capability to the Contracting Officer, Joe Almeida, email: joseph.almeida@usnwc.edu, no later than 04:00 PM Eastern, 10 June 2021. No phone calls please. If no responses are received by the above referenced date/time a sole source contract will be awarded to New England Association of Schools and Colleges. The award is estimated to be made no later than 11 June 2021.
