Explosive Ordnance Disposal Technology & Training (EOD T&T) Needs Statement The Director of Defense Research and Engineering for Advanced Capabilities (DDRE(AC)), Prototyping and Experimentation (P&E) Rapid Reaction Technology Office (RRTO), in partnership with John Hopkins University Applied Physics Laboratory (JHU/APL), will conduct a hybrid (virtual and in person) Solutions Meeting in the July/August 2021 timeframe supporting the Naval Sea Systems Command Expeditionary Missions PMS 408 Explosive Ordnance Disposal (EOD) Technology and Training (T&T) program. The meeting provides selected innovative companies with an opportunity to make short technical presentations to Government representatives about their technologies. There is a potential for companies to be selected for pilot prototyping, demonstration, or experimentation for the most compelling solutions. The EOD T&T program�s vision is to ensure joint forces have decisive EOD technology, training, procedures and information advantage to enable access, maneuver, and protection for the Joint Force across multiple domains throughout the competition continuum. The program is responsible for providing technology, information, and training to EOD warfighters in the Air Force, Army, Marine Corps, and Navy.� This includes operations on land, at sea, and in the air with equipment carried on-person, in vehicles, or on small boats, that ensure access to our military forces operating in denied environments.� NAVSEA Expeditionary Missions PMS 408 is looking for companies with emerging technologies or products in the following seven (7) interest areas (Land/Water/or Buried): Augmented/Virtual Reality and Artificial Intelligence/Machine Learning Rehearsal/Targeting Holographic display Gaming technologies (applications to training or warfighter development) Synthetic training/operational environment Integration with unmanned vehicles Sensors New sensor configurations for 3D, tensor and/or tomography applications Absolute and relative positioning in non-GPS environments Situational Awareness Artificial intelligence Virtual reality Optics for depth perception and/or broad field of view Modeling, simulation and operational planning tools Crowd source information sharing Underwater communications Detection and Location Ferrous/Non-Ferrous Metals; Plastics; Energetics; Power Sources; Human Presence; RF signals Through environmental effects (soft cover, foliage, snow, sub-surface) Automatic recognition Wide area �Non-line of sight �Standoff detection and identification Real-time detection of buried wires Real-time pre-cursor, trace, and bulk materials detection Chemical, biological, nuclear, and explosive (CBNE) Imagery and Computer Vision Remote diagnostics Image processing Object recognition Video Filtering and stabilization Compression and codecs Underwater imaging Hand-held, non-magnetic Low visibility Wearable display��������� Advanced Diagnostic Imaging Tools (e.g. portable photon or particle based) Non-invasive, single-sided imaging Ruggedized 3D scanning Non-invasive, single-sided imaging Long range Tools Neutralization of insensitive energetics Non-explosive Confined space Burning/Venting/Deflagration/Low-Order of common energetics Wireless initiation devices Functional cold water gloves Low noise outboard motors Low influence signature tools Remote underwater lifting capabilities (raise and tow) Micro UAVs and UUVs Tunneling robots Disposable ROVs / UUVs Low temperature environment power solutions Easily sealed chemical & biological containment Remote CBRN decontamination Rechargeable Batteries CBRNE Personal Protective Equipment Electronic Warfare Technologies Simultaneous transmit and receive Low profile antennas Wide-band high frequency and omnidirectional antennas Wi-Fi signal detection and location RF signal identification and triangulation Counter IED electronic warfare signal sensing Companies interested in participating in the Solutions Meeting should submit one (1) application to RRTO Innovation via e-mail to osd.pentagon.ousd-atl.mbx.rrto-innovation@mail.mil. Only 1 application is permitted per company, NOT 1 application per topic area or company business unit. The following information is required in the application. All application information should only be contained in the body of the email. No attachments are allowed. Email subject line �EOD Technology and Training Solutions Meeting Application� Company name Website address POC, email, phone number and an alternate POC if desired A succinct single paragraph description (100 words or less in length and no bullets) of the technology that the company plans to discuss if they are selected to present at the Solutions Meeting. This description must focus on the technology and the envisioned use of that technology, and not a description of the company. Do not include a description of the company, hyperlinks, bulleted text, or graphics. Identify the one interest area (of the seven listed above) that the technology most appropriately fits. Do not list multiple interest areas. All applications must be received on or before 3:00 PM EDT, 8 June, 2021. Submission of an application does not guarantee an invitation to the Solutions Meeting. An invitation to the Solutions Meeting does not guarantee funding. Selected companies are responsible for their travel and all other expenses associated with participation in the 2021 EOD T&T Solutions Meeting.
