SOW/Product Description Department of Veterans Affairs Optometry Lenexa CBOC Location  Rebound Tonometer  REQUIREMENTS:    Purchase of one (4) Rebound Tonometers and 40 boxes of sterile, single use tips.    Background:  The Kansas City Optometry Service (Lenexa CBOC location) requires 4 rebound tonometers and 40 boxes of sterile single use tips because Kansas City is expanding its optometry services to a newly built CBOC location in Lenexa.  A rebound tonometer is necessary to meet patient care needs to accurately check eye pressure. The accuracy of the rebound tonometer is crucial to meet the VA Healthcare System s mission in preventing visual impairment and blindness from glaucoma in the veteran population.  Since glaucoma is usually associated with high eye pressures, obtaining an accurate measurement is critical to detecting this disease early so treatment can be initiated.  Most eye pressure screening tools require the technician to place an eyedrop to numb the surface of the eye and to hold the eyelids open in order to measure the pressure.  This causes several issues first, the numbing drop of the eye can burn when instilled creating discomfort for the patient or corneal damage (punctate epithelial erosions) that can cause blurred vision after an eye exam.  Second, holding the eyelid open can cause a falsely elevated eye pressure reading if the technician is inadvertently pushing on the eye when holding the eyelid.  Using a rebound tonometer eliminates these issues because first, it does not require a numbing drop for the surface of the eye prior to eye pressure measurement, and second, does not require the eyelid to be held open.  These benefits have been verified through multiple clinical trials.    Scope of Work:  The Contractor shall provide (4) four rebound tonometers and 40 boxes of sterile, single use tips and is subject to the terms and conditions of the contract. The vendor/contractor shall deliver, install and provide training of the requested equipment with minimal interruption to patient care. The contractor shall Provide full service literature, preferably in electronic format, including as-built drawings and installation data to the Kansas City VA Biomedical Engineering department    Delivery:  The contractor shall deliver, install, and provide training required equipment no later than 60 Calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). Commodities shall not be delivered and/or assembled at the Government site on Federal holidays or weekends unless directed by the CO. Delivery shall be made between the hours of 8:00 am and 4:00 pm, during normal workday business hours. (i.e., Package 1 of 3)  NOTE: VA XXX Initiative     Type of Contract: Firm-Fixed-Price    SALIENT CHARACTERISTICS    Technology    Utilizes rebound technology to measure eye pressure.  Rebound technology is defined as:  eye pressure measurement achieved by using an induction based coil system to measure the motion parameters of probe movement.  Eye pressure is then calculated from advanced algorithms and software analysis to generate an average of 6 readings of the patient s eye pressure  No topical anesthesia required prior to eye pressure measurement.  Sterile, disposable tips to measure eye pressure  Easy to use   Intelligent positioning sensor to ensure ease of use and repeatability of measurements.  Measure a range of eye pressure from 7-50 mmHg  Displays range 0-99mmHg, thereby allowing intraocular pressure estimation beyond the measuring range.  95% tolerance interval relative to manometry plus/minus 1.2mmHg  Powered by replaceable batteries  Display unit in millimeters of mercury (mmHg)  Accuracy of display to 1mmHg  Repeatability where coefficient of variation is <8%  B-type electric shock protection  Systems shall be manufactured and installed in accordance with applicable Underwriters Laboratories (UL),   National Fire Protection Association, International Electrotechnical Commission    Power/control  System shall use replaceable batteries (to be included with the tonometer)    Maintenance  Systems shall be field serviceable and routine maintainable by VA Healthcare System s Atlanta Biomedical engineering personnel  INFORMATION SECURITY CONSIDERATIONS:    The Certification and Accreditation (C&A) requirements do not apply and a Security Accreditation Package is not required.  POINT(S) OF CONTACT:  VA Program Manager: Kristen Moyer  Address: 4801 E Linwood Blvd, Kansas City, MO 64128 Voice:  816-861-4700x57402 Email:     Kristen.moyer@va.gov
