Description
The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, �Technical Training Center Glass Panel Simulator.� The NRC maintains four legacy hard panel nuclear reactor technology Technical Training Environment (TTE) including Westinghouse (WH), General Electric (GE), Combustion Engineering (CE) and Babcock & Wilcox (BW) designs at the NRC TTC location in Chattanooga, TN. The legacy TTEs feature physical and/or hard panel replicas of nuclear plant control room equipment including controls, meters, alarms, and displays, and provide a realistic control room environment for training NRC staff to support essential NRC missions such as operating reactor rulemaking, licensing, oversight, and incident response. However, the NRC legacy hard panel TTEs have several limitations. The TTEs are singular resources, are difficult and expensive to maintain and change, do not support remote training, are not portable, and lack the industry-standard tools of soft panel graphics. A Glass Panel Simulator will address many of the legacy hard panel limitations and enhance NRC technical training by supporting additional simulator capabilities such as: � Portable simulators (e.g. stand-alone simulators and mobile classroom training aids), � Web-based simulator demonstrations, � Multiple, simultaneously running simulator copies, and � Integrated P&IDs and simulator soft panel displays. Task 1: Westinghouse Piping and Instrumentation Diagram Graphics Optional Task 2: General Electric Piping and Instrumentation Diagram Graphics Optional Task 3: Combustion Engineering Piping and Instrumentation Diagram Graphics Optional Task 4: Babcock & Wilcox Piping and Instrumentation Diagram Graphics Task 5: Classroom Double Slice Glass Panel Simulator Hardware Optional Task 6: Classroom Double Slice Glass Panel Simulator Hardware Optional Task 7: Technical Support The North American Industry Classification System (NAICS) code for the services required is 541990 �All Other Professional, Scientific, and Technical Services.� Request for Proposal (RFP) No. 31310020R0045 will be posted on, or about, the week of June 21, 2021 as full and open competition under FAR Part 12. Closing date for receipt of proposals will be on, or about, 30 days thereafter. RFP No. 31310020R0045 will be distributed solely through the SAM.GOV website, www.sam.gov . All future information about this acquisition, including solicitation amendments will also be distributed solely through the www.sam.gov website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the www.sam.gov website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541990 listed above) to this acquisition must be in vendor's SAM registration.
