Description
This announcement serves as a pre-solicitation notice only and not a solicitation.� The Securities and Exchange Commission�s (SEC), Office of Acquisitions, intends to issue a solicitation to provide the SEC with non-personal, commercial Quantitative Data Collection, Qualitative Research, Research-Related Technical Support, Program Management Support and Related Services in support of OIAD�s POSITIER Program. The Request for Proposal 50310221R0014 will be issued as a commercial item acquisition in accordance with FAR Part 12 and Part 15.� The Government anticipates award of multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts resulting from the solicitation.�� The period of performance for this procurement shall consist of a one (1) year base period with four (4) one (1) year options. The Request for Proposal (RFP) shall require the submission of a technical proposal as well as a price proposal.� It is the contractor�s responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. The solicitation will be open for at least 30 days.� The solicitation will be posted to SAM.gov, �Contract Opportunities�, on or about June 17, 2021.� Once issued, the SEC estimates offerors will have about 5 weeks to develop their proposals in response to the solicitation. All contractors must be currently registered (have an active registration) in the System for Award Management (SAM.gov) (http://www.sam.gov).� Further, Offerors are required to complete their Online Representations and Certifications under SAM.gov prior to submittal of a proposal.� All responsible sources may submit a proposal in response to the solicitation in accordance with the terms and conditions of the solicitation, which shall be considered by the agency. ADDITIONAL INFORMATION FOR POTENTIAL OFFERORS: The SEC intends to award multiple Indefinite-Delivery Indefinite- Quantity (IDIQ) contracts with firm-fixed unit prices for services and will satisfy Other Direct Costs (ODC�s) on a cost-reimbursement basis, as needed, in accordance with the Statement of Work and SEC Clauses. The overall combined Maximum Threshold for these IDIQs and resultant Task Orders is expected to be $10,000,000.00. Two sample tasks are expected to be included with the solicitation: a disclosure testing project; and a survey research undertaking.� These sample tasks are broadly indicative of examples of projects that OIAD has completed in the past and anticipates conducting in the future.� However, as applicants will note after careful review of the solicitation, the sample tasks do not draw on the full range of capacities that the IDIQ requires.� The two sample tasks were designed recognizing that offerors may wish to play to their relative strengths in the proposal process so that one or the other task is of higher comfort.� Offerors will be expected to submit a proposal to at least one of the two sample tasks.� The SEC expects the contractor to be able to deliver on all work areas of the SOW, and, if not able to meet the requirements on their own, to establish appropriate partnerships or subcontracting arrangements to supplement their capabilities if necessary to ensure high competencies in each task area.
