Description
QUESTIONS AND RESPONSES 1. P. 5, 3.1.2. and 3.1.3. Are these two-section covered by 3.1.4, i.e. handled via contract modification? 3.1.2  Offices sometimes close or move.  The bins may become unused or be located in a different room.  So far, we haven t needed to add additional bins. 3.1.3. This has been handled in the past by the techs either making an extra trip to the room or VA personnel taking record boxes to the shred truck. There has not been a need to date to change the contract. 2. P. 6, 3.2.3. Please confirm that the Diverted Waste report is reporting the weight of material destroyed. 3.2.3. This is the PULP MILL receipts total. 3. P. 13, 4.3.4. Where should pricing be stated for a single bin of each type? In the proposal?  Do you charge a different fee per size? Where should pricing be stated for a special project bin? In the proposal?  Do you charge a different fee per size? Boxes are not mentioned in 3.1.3., only bins. Please confirm which is being requested in this section and where the pricing should be placed. Rarely our records section needs to get rid of old documents.  These are in record boxes. 4. P. 21, COJ-Sun Center. Is the frequency for this location Tuesday through Friday (4 days), or is it a weekly service that can be conducted any day but Monday? Tuesday AND Friday 5. Incumbent Is there a current contract for the work being solicited? Yes If so, please provide that awarded contract number or task order number (NOT the incumbent GSA contractor number). 36C24821P0391 Please provide the name of the incumbent contractor and when the contract is ending. Stericycle Please provide the annual contract amount. Current contract is a 6 months bridge at $149,095.50 Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill #  36C24821Q0975? If not, please explain how the work will be different under this solicitation. Yes, the same effort. How long does it take for the incumbent to perform the bi-monthly service at the larger locations? The larger locations are weekly. Reference Question 6. Who is the Current Incumbent? See question 5 7. When does the current contract end? 06/30/2021 8. Are any Bridge Contracts in place that extend the current contract? Yes 9. What is the last contract award number and total award amount? See question 5 10. Would you consider extending the offer date to go over answers from submitted questions? Extended to 06/10/2021 11. Is there a loading dock or area the truck needs to park to perform the shredding services? The shred truck parks in the open part of the thoroughfare. 12. 3.1.2. page 6 The contractor will have up to 10 business days to deliver these bins upon receiving the request. Delivering and Installing 692 bins in 44 locations within 10 days of award gives a limited time frame, Will the start date be extended to allow for the purchase of new bins? Or negotiating purchase from the incumbent. FAR 52.237-3, Continuity of Services clause will be utilized  13.. 3.1.3 page 6 mentions the need for special projects Will there be an additional line item for additional services, or will these Special Projects take place with a P-Card? Special projects should be done with a P-Card. 14. 3.3.2-page 6-7 An interim COD is given at time of service stating what was complete that date. Will one Final COD at End of Month for all locations combined The Final COD should be a receipt from the Pulp Mill for EVERY drop-off, not one for the month. 15. 3.2.2 page 6 The Contractor will shred all collected material onsite Will there be a need for mixed media destruction in the future? No 16. Due to recycle restrictions, Media and Paper cannot be combined as is contaminates the load. In the event mixed media (hard drives, VHS, CDs, DVDs) is needed, will the government allow off-site destruction? No 17. Will the government allow an additional CLINs or line item for Mixed Media on a quarterly basis with a (Not to exceed) amount? No 3.2.3. page 6 The Contractor will provide a quarterly Diverted Waste report to the COR to account for paper waste tonnage diverted from landfills. Will the Recycle and Final COD reports provide with invoicing complete this requirement instead of the quarterly report? The Final COD should be a receipt from the Pulp Mill for EVERY drop-off, not one for the month. 18. 3.3.2. page 7 the timestamp of each bin serviced Will the COD provided at the time of service that includes total amount? of bins serviced be an alternative for this requirement. No. Each bin must have a unique bar code and be scanned to include time stamp. 19. 4.1. Quality Assurance Surveillance Plan (QASP) Will this be a quarterly requirement or an annual requirement? The quarterly report is required. 20. Pg. 21 Bin Location Attachment Can a picture and/or dimensions for the PC mini requirement be provided? There are 13 requested for this. These are in place and can be purchased from the incumbent. 21. Pg. 5 Section 3.1 Bin Descriptions and Quantities Will our bid be considered non-responsive if we provide an alternative method to barcoding? No. Any scannable marking that makes each bin unique is fine. 22. How long do we as the contractor have to complete the badge/background/privacy training? Does this need to be completed before the start of first service? This needs to be done PRIOR to service starting. See 4.4.1. 23. 4.4. Security Requirements Will the solicitation be changed from an unrestricted set aside to a SDVOSB set aside based on the Veterans first Contracting Program? No
