- Pre-solicitation Notice Solicitation Number: 140R1021B0015 Leavenworth National Fish Hatchery Surface Water Intake Fish Screens and Fish Passage - Phase II Pipe Rehabilitation Columbia Basin Project, Washington. Synopsis: The Leavenworth Fish Hatchery Complex consists of hatcheries at Leavenworth, Winthrop, and Entiat, Washington. The hatcheries and associated facilities were constructed by Reclamation, during the period of 1939 to 1941, as mitigation for the construction of Grand Coulee Dam, and have significant aging infrastructure issues. The facilities are now owned and operated by the US Fish and Service and funded by Reclamation. In an effort to address aging infrastructure needs, at the Leavenworth National Fish Hatchery, the Leavenworth Surface Water Intake Fish Screens and Fish Passage (SWISP) and Pipeline Rehabilitation project works to address infrastructure repairs and improvements at the hatchery that will aid in reducing the environmental footprint and insure delivery of the hatcheries surface water supply of water from Icicle Creek. This synopsis and forthcoming solicitation is for Phase II of the project addressing the rehabilitation of the pipeline that serves the hatchery. The pipeline physical survey and video inspection of the existing pipeline work is to occur 4/17/2022 - 5/20/2022. In addition to the video inspection, Phase II includes, replacing conveyance pipeline segments on USFWS property, construct manhole access point along conveyance pipeline alignment, line conveyance pipeline segments on private parcels and replace control valve system at the Sand Settling Basin on USFWS property. It is anticipated that the follow-on work for the pipeline rehabilitation will be done over three seasons 2023, 2024 and 2025 if needed. Construction times are only to occur for four to five weeks between April and May for work in the specification. The project is expected to be completed not later than 1359 days from the Notice to Proceed (NTP) is issued. This requirement will be competed as a small business set-aside under FAR part 14 Sealed Bidding procedures. The North American Industry Classification System (NAICS) Code is 237990. The small business size standard, applicable to this project is $39.5 million. Bids will be accepted from all responsive and responsible businesses. We anticipate issuing an Invitation For Bid (IFB) approximately on 22 June 2021 at www.beta.sam.gov., but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the System for Award Management (SAM) at www.sam.gov. Reclamation intends to award one firm fixed-price contract. In accordance with FAR 36.204(g), the magnitude for this project is between $5,000,000.00 and $10,000,000.00.
