Description
The United States Department of Agriculture (USDA) Farm Production and Conservation Business Center � Acquisition and Procurement Division intends to issue an Invitation for Bids (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resources Conservation Service (NRCS) for the EWP Streambank Stabilization � McGrath, Alaska. The work consists of stabilizing an eroding riverbank downstream of the existing riprap revetment. A series of four stream barbs will be constructed to stabilize the eroding bank. A riprap revetment extension will also be constructed upstream of the existing riprap revetment. The purpose of this revetment extension is to prevent flanking of the existing revetment due to continued bank erosion upstream. Upon contract award, the successful bidder shall be authorized to begin the mobilization and stockpiling of quarry materials, there is not a mandatory performance period for this work. The period of performance for the construction, which is mandatory, will be 90 days upon receipt of the Notice to Proceed which is anticipated to be issued in June 2022 when conditions are suitable at the site to commence work. The solicitation will be unrestricted, full an open competition.� Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. The full solicitation package including construction drawings, specifications, bid schedule, construction wage determination and information on site visit will be posted and available from this website on or about June 21, 2021.� A firm fixed price construction contract is anticipated under Sealed Bidding procedures of FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid.�� Sureties should use SF-24 Bid Bond form.� Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 10 calendar days of award of the contract.� In accordance with FAR 36.204, the estimated magnitude of the project�is between $1,000,000 and $5,000,000.� The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.� The Small Business Size Standard for this NAICS is $39.5M.
