Description
The U.S. Army Corps of Engineers Los Angeles District has been tasked to solicit for and award a construction contract to Repair Building 324, Airman Leadership School (ALS) at Nellis AFB, Nevada.� PROJECT DESCRIPTION: The requirement is a design-build project for the repair of building 324 at Nellis AFB.� The repairs will include demolishing walls, creating new partitions, replacing finishes throughout, replacing building utility systems, provide new fire suppression and detection systems, and providing seismic mitigation. Demolition and replacement of existing gas, sewer, and water lateral services is required.� All work will be at Nellis AFB, Nevada.� The total contract performance period is five-hundred-forty (540) calendar days after receipt of Notice to Proceed (NTP).� MINIMUM CAPABILITIES REQUIRED INCLUDE THE FOLLOWING: Work includes the design, construction, and installation of: demolishing walls, creating new partitions, replacing finishes throughout, replacing building utility systems, provide new fire suppression and detection systems, and providing seismic mitigation. Demolition and replacement of existing gas, sewer, and water lateral services. PROCUREMENT SET-ASIDE: This acquisition is 100% Women Owned Small Business set-aside.� In accordance with FAR 36.204, the estimated magnitude range for this project is: Between $5,000,000 and $10,000,000.� The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction, with a size standard of $39,500,000.00.� Interested Firms must be considered small business for the designated NAICS in SAM.gov website.� The PSC is Z2AZ � Repair or Alteration of Other Administrative Facilities and Service Buildings. SELECTION PROCESS:� This procurement will be conducted in accordance with FAR 36.3 entitled Two-Phase Design-Build Selection Procedures.� During Phase I evaluation, interested firms or joint venture entities (referred to as ""Offerors"") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement.� The Government will evaluate the offerors� qualifications (�Performance Capability�) as submitted in response to Phase 1 evaluation factors such as Factor 1 � Experience and Capability, Factor 2 � Past Performance of Prime Contractor, Factor 3 �� Design Support, and Factor 4 � Management Effectiveness.�� After evaluating Phase 1 proposals, the Government intends to select no more than five (5) of the most highly qualified Offerors in Phase 1 to compete in Phase 2.� During Phase 2 evaluation of the seed project, the� Government will evaluate the Phase 2 proposals, in accordance with FAR 15 and the criteria described for Phase 2 in the solicitation, such as Technical Approach and Price, and award the contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall ""best value"" to the Government, considering all technical and non-technical factors including cost or price identified under Phases 1 and 2. CONTRACT TYPE: The government will award a firm fixed priced D-B construction contract to the offeror who submits a proposal that is the best value to the government. SAM.GOV:� Plans and specifications will not be provided in hard copy.� The solicitation and amendments will be posted on https://sam.gov/content/home.� The solicitation will be available on or about 18�June 2021 with Phase 1 proposals due on or about 20 July 2021. THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND ALL AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY). No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO CHECK THE DESIGNATED GOVERNMENT POINT OF ENTRY - SAM.GOV - FREQUENTLY FOR ANY AMENDMENTS OR CHANGES TO THE SOLICITATION. ALL OFFERORS/BIDDERS ARE ALSO ADVISED THAT THIS PROCUREMENT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE SOLICITATION, EVALUATION AND/OR FINAL AWARD PROCESS.��
