- This pre-solicitation notice is transmitted in accordance with Federal Acquisition Regulation 5.207(a), as follows: Action Code:� Pre-solicitation Date:� June 4 Year:� 2021 Contracting Office Zip Code:� 23510 Product or Service Code:� 1910 Contracting Office Address:� 200 Granby Street, Room 405, Norfolk, VA Subject:� Dry Docking and Repairs to NOAA Ship OREGON II Proposed Solicitation Number:� To be determined (TBD) Closing Response Date:� TBD Contact Point or Contracting Officer:� The Contact Point is Contract Specialist Michelle Blake, Email michelle.blake@noaa.gov, telephone (757) 441-3870 Contract Award and Solicitation Number:� TBD Contract Award Dollar Amount:� TBD Line Item Number:� TBD Contract Award Date:� TBD Contractor:� TBD Description:� The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for dry docking and repairs to NOAA ship OREGON II.� �The OREGON II is 170.0 long overall, and its home port is Pascagoula, MS.� Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE WORK ITEMS DRY DOCK: Temporary Services; Drydocking and Routine Drydock Work; Hull Valve Inspection and Overhaul; Aft Peak Tank Inspection; ABS Load Line Survey; Steel Renewal and Repairs; 01 Level Bimetallic Connection Renewal; Galley Renewals; Underwater Hull Maintenance Coat; Coating System Renewals/Maintenance; Main Deck Rubber Tile Renewal and Deck Gauging; Annual Life Raft Survey; Annual Fire Inspection; Annual Lifting Equipment Load Test; Miranda Davit Recertification and FRB Maintenance; Electrical Repairs and Maintenance; Hose Renewals; Hydraulic System and Winch Overhauls; Equipment Overhauls; Reduction Gear Maintenance; Piping Repairs and Modifications; Ventilation Renewals; Insulation Repairs and Modifications; Miscellaneous Repairs. OPTION - ADDITIONAL DRYDOCK WORK ITEMS: �UPS Renewal; MSD System Renewal; Replace Bongo Winch with DT Winch; Furniture Renewals; and Renew Fuel Manifold Bonnets; The solicitation will include a liquidated damages clause. The performance period will begin approximately 5 days after award for procurement of material and other planning and logistics required for the successful performance of the contract.� The performance period for work on board NOAA Ship Oregon II will be approximately 98 calendar days, with a start date on or about December 7, 2021 and a completion date on or about March 14, 2022.� Ship�s transit time to and from the place of performance is not included in the specified performance period.� A ship inspection is not planned for this requirement. The acquisition will be issued as a Request for Quotations (RFQ) in accordance with FAR Subpart 13.5 and FAR Part 12.� Proposed RFQ 1305M221FNMAN0087 will be issued on or about June 14, 2021 with proposals due on or about July 14, 2021.� The anticipated award date is on or about August 13, 2021.� The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors.� The RFQ will be issued via electronic posting under �Contract Opportunities� on the Governmentwide Point of Entry (GPE) at https://beta.sam.gov [formerly Federal Business Opportunity (FBO)]. Hard copies of the RFQ will not be issued.� It is incumbent upon contractors to monitor the GPE for the release of the RFQ, specifications, drawings and all subsequent amendments.� Many of the reference documents applicable to this RFQ are too numerous and/or too large to upload to this site; consequently, interested parties shall submit a request for access to the reference documents via email to Contract Specialist Michelle Blake, Email michelle.blake@noaa.gov with a copy to Contracting Officer Andrew J.
