- 1 COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the selected contractor to provide a: - Agilent M5311AA, includes 5300 fragment analyzer instrument, computer and monitor, controller and analysis software, capillary array, and installation services. - Agilent DNF-FSEW-OQ Fragment analyzer verification kit. (A) The solicitation number is 12905B21Q0030 and is issued as a Request for Quotation (RFQ). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05. (C) This solicitation is issued as UNRESTRICTED. (D) Description/Statement of Work/Specification: This is a brand name requirement: USDA ARS PWA Crop Improvement and Genetics is in need of a genetic fragment analyzer for marker genotyping, next generation sequencing (NGS) library quality control (QC), and CRISPR editing workflows. The fragment analyzer system should be a capillary electrophoresis (CE) instrument that can meet with the following requirements. It can separate 96 samples in parallel and can be used to qualify and quantify a broad range of DNA and RNA samples, including plasmids, genomic DNA, small RNA, large DNA fragments (up to 50 kb), and total RNA. The system can provide high sizing accuracy of 5% and precision of 2% along with separation resolution as good as 3 bp for fragments under 300 bp. The system needs to hold up to three 96-well plates (288 samples) and process the plates in any order. It can perform moderate throughput separations - unattended analysis of more than 1,000 samples every 24 hours. It must have a user-friendly software package capable of sizing, quantification, smear analysis, integrity determination and report generation. (I) Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements. (J) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum. (K) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated and applies to this acquisition. Please see the attached RFQ terms and conditions that are applicable to the acquisition. (L) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: N/A. (M) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation. (N) Date, time and place offers are due.
