Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Certara USA. This procurement is for a Dekati High Resolution ELPI+, the high resolution electrical low pressure impactor, including the accessories and pump necessary to operate the instrument. This procurement is for a high resolution low pressure impactor instrument, HR ELPI+, from Dekati to measure aerosols emitted from electronic cigarettes, 3D printers, and other sources of occupational exposures as appropriate. The Dekati HR ELPI+ is necessary to maintain consistency with previously acquired data from a Dekati ELPI that has become inoperable and reached its end of life. This manufacturer and instrument are also used by other federal agencies for similar research in electronic cigarettes. The instrument can measure a wide range of aerosol sizes from 0.006 to 10 micrometers in real time and collect the sizes on impactor stages for offline analysis, e.g., chemical characterization of the size fractionated aerosol that is crucial in understanding potential for lung injury. The high resolution of the instrument enables up to 500 size bins and can collect data every second. The instrument is easy to disassemble and clean which is crucial for sticky aerosols like those encountered with electronic cigarettes containing propylene glycol and glycerin and with 3D printing of plastics. The aerosol charging mechanism is non-radioactive which is convenient for transport and storage, and allows the instrument to be operated safely. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within four (4) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any response should be emailed to the appropriate point of contact at �qoc0@cdc.gov by 11:00 AM on 9 June 2021.
