- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.� This solicitation is a Request for Quote (RFQ). This is a combined synopsis solicitation conducted under FAR 12.6 and 13.5 and procedures from FAR 15 will not be used. The Government reserves the right to negotiate with one but not all offerors. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120 � Industrial Gas Manufacturing. The small business size standard is 1,000 employees. This acquisition is unrestricted (full and open). Simplified acquisition procedures will be utilized in accordance with FAR 13.5�Simplified Procedures for Certain Commercial Items. CONTRACT LINE ITEM Number (CLIN) 0001: Furnish NIST Boulder with gases and services in accordance with the Statement of Work and the Price List. NIST Boulder has a requirement to establish a single Indefinite Delivery Indefinite Quantity (IDIQ) contract for compressed gas products, specialty gases, cryogenic liquids, and maintenance services on an as-needed basis for period of performance not to exceed three years, or $450,000, whichever comes first.� The minimum guaranteed amount is $3,000. Service must be provided to the following NIST location: National Institute of Standards & Technology���������� Boulder Campus 325 Broadway Boulder, CO Delivery or task orders under this IDIQ may be issued for the following: Compressed gases, liquid cryogens (He and N2), and dry ice in NIST-owned and Contractor-owned cylinders/dewars; All maintenance and testing of existing NIST owned cylinders; Specialty gases in NIST-owned and/or Contractor-owned cylinders; A single portal tracking system to manage and track all cylinders on the NIST campus; Contractor/NIST provided annual web-based ordering and tracking system training and annual safety training. Dates and places of delivery will be identified within the orders placed by the authorized ordering official (AOO).� No deliveries shall be made until individual orders are placed by the AOO. The provision at 52.212-1, Instructions to Offerors�Commercial, and the attached addendum, applies to this acquisition. The provision at 52.212-2, Evaluation�Commercial Items, as modified, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications�Commercial Items, with its offer. Offerors shall have an active registration at www.SAM.gov to be considered for award. The clause at 52.212-4, Contract Terms and Conditions�Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Items, applies to this acquisition as noted in the attached.� Additional contract requirement(s) or terms and conditions necessary for this acquisition are included in the attached. The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition. Offers are due Friday, June 11, 2021, at 10:00AM Mountain Time (MT). �Offers shall be emailed to julie.morris@nist.gov. Offerors must submit all questions concerning this solicitation in writing electronically to julie.morris@nist.gov.� Questions must be received no later than May 26, 2021 at 10:00AM MT.
