Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for proposal and no contract or purchase order will be awarded from this notice.� There is no solicitation at this time.� Military Sealift Command (MSC) has a follow on requirement to provide unlicensed Military Sealift Command (MSC) CIVIL SERVICE MARINERS (CIVMARS) a career path in the Engine Department to earn the Qualified Member of The Engine Department (QMED) endorsement by the United States Coast Guard (USCG).� The QMED courses MSC is requiring include 1) Electrician-Refrigeration Engineer, 2) Fireman/Watertender & Oiler (FOWT), and 3) Pumpman/Machinist.� The Contractor shall provide each CIVMAR attending QMED class the relevant up to date training course materials. �A classroom and simulator environment shall be provided for applicable lectures, hands-on experience, and the demonstration for applying practical knowledge within a real-world shipboard environment. A vital element of the QMED training is for the Contractor to provide a realistic hands-on simulated shipboard experience for MSC CIVMARs to apply their acquired knowledge and practical experience onboard various MSC vessels. The Contractor shall provide MSC CIVMARs real-world simulated shipboard training environment to apply their practical skills and lessons learning in the classroom to acquire the USCG QMED endorsement ratings. The QMED training shall be conducted by the approved Contractor located EITHER within a 30-mile radius of MSC CIVMAR Support Unit (CSU) East in Norfolk, Virginia, located at 471 East C Street, Building SP-312, Norfolk, Va. 23511 OR within a 30-mile radius of MSC CSU West in San Diego, California, located at 140 Sylvester Road, San Diego, California 92106.�� ONLY A SINGLE LOCATION IS SOUGHT.� This acquisition will be a small business set-aside, therefore FAR clause 52.219-14, Limitations on Subcontracting, applies.� Please indicate if subcontracts are to be used, provide anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. The anticipated period of performance is one-year base period plus four (4) one-year option periods commencing on or around 01 October 2021. The NAICS Code is 611519: Other Technical and Trade Schools. Again, THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. This is a market research tool used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Respondents will not be notified of the results and the U.S. Government is not required to answer any questions submitted in regards to this notice. Please note the information within this notice will be updated and/or may change prior to an official synopsis/solicitation, if any. Sources Sought Submission Requirements: It is requested that interested businesses submit information outlining their company information, small business standing, ability to perform in accordance to the draft PWS, and intent of subcontracting.� Submission is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring the requirement to be consistent with industry. Responses should reference the Sources Sought Notice and shall include the following information in this format: (a) Company profile to include number of employees, office location, DUNS number, and CAGE Code (b) Point of contact, telephone number, fax number, address, and email address (if available) (c) Describe your ability to support this requirement in accordance with the attached draft PWS. (d) Describe any past performance efforts with a similar scope to the proposed requirement. Provide contract numbers, dollar value, and the period of performance for each contract referenced in the response to this sources sought notice. (e)� Would you intend on subcontracting any portion of this requirement and if so, what percentage?
