- RESPONDING TO THIS RFI: This notification is intended for a total small business set aside procurement.� Interested contractors shall respond to this RFI with a capabilities statement via email no later than 12pm on 6/21/2021.� Responses may be sent to the Contract Specialist, Jong Kim at jong.kim@gsa.gov The capabilities statement shall be limited to one page and consist of the following: 1. Core Competencies�� Describe expertise as it relates to the scope of this project.� 2. Past Performance�- List past customers for whom you have done similar work (agency, name, phone number, and email address) including contract number, value, and brief description of scope. 3. Company data�- Include a few short sentences of your company description, including number of employees and capacity. Also list DUNS, CAGE Code, NAICS codes, and any set-aside eligibility that your business holds, such as Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), 8(a) Certification, HUBZone, or Small Disadvantaged Veteran-Owned Small Business (SDVOSB). 4. Contact information�� Name, email address, and phone number of a POC for this RFI. By responding to this RFI you confirm that: Your firm will complete the entire scope as described below, no separate contract will be issued by the Government to complete this project Your firm is interested in this opportunity and intends to submit a response to the solicitation, if issued. You understand that this is only a request for information.� The Government is not responsible for any costs incurred in responding to this RFI.� The Government is also not committed to issuing a solicitation, award, or using any one procurement vehicle and/or method based on issuance of this RFI.� PROJECT BACKGROUND/DESCRIPTION: General Services Administration (GSA) Public Buildings Service (PBS) Region 10 (R10) requires the design and replacement of the fire alarm and suppression system in the Sumas Land Port of Entry (LPOE), CBP (Customs and Border Protection) Station, Sumas, WA. The LPOE Sumas is located at: 9648 Garrison Road Sumas, WA 98295 https://www.cbp.gov/border-security/along-us-borders/border-patrol-sectors/blaine-sector-washington/sumas-station PROJECT SCOPE:� The objective of this system replacement scope of work is to describe all the performance criteria expected at project completion to design and replace the current fire alarm control panel, conductors and associated devices at the Sumas LPOE. In addition, the scope of work will include installation of a code compliant Fire suppression system. The current fire panel that serves the LPOE has reached the end of its useful life and needs to be replaced. The manufacturer of the current fire alarm panel and hardware is Simplex Grinnell (Simplex 4002). The existing dry fire suppression system is partially installed (Primary and Secondary Canopies as well as Warehouse and Cargo Canopy); however, the existing fire sprinkler cross main has leaked and has been repaired but needs to be replaced. This scope of work for fire alarm replacement shall include the design and replacement of the fire panel with horn/strobe type of notification devices, and all other fire life safety devices which upon completion will comprise a fully operational and code compliant system. Project will consist of the replacement of complete fire alarm system to include all control panels, devices, wiring, and the addition of new conduits and/or risers where necessary to ensure a fully functional, code compliant class �A� system when complete including notification devices serving the Attic�s Walkway and the Attic Fan Room. Fire Alarm Control Panel (FACP) installation must conform to all applicable codes and standards. The scope of work for fire suppression sprinkler system will consist of all design and installation for a complete, code compliant fire sprinkler system throughout the entire facility which will include the replacement of the existing dry fire suppression systems cross main.� Installation of fire sprinklers at the attic space shall be limited to the Fan Room which shall be provided with an isolation valve that serves this room (only).� Location of this valve will be place in the main building and not in the attic space. The contractor shall be responsible to gather all necessary information which may include testing the existing suppression system.� Currently, GSA does not have any recent flow and/or pressure information serving the existing fire suppression system.� In order to mitigate costs GSA will consider extending the existing dry fire sprinkler system throughout the entire building. The replacement of the fire alarm and installation of fire suppression system will be accomplished while facility is fully occupied.� The D/B Team will be required to ensure minimal disruption to tenants and their mission. The DB Contractor will provide required fire protection and safety of the fully occupied space during construction will be monitored at all times. This is a summarized scope of work.� Additional documents will be made available in the solicitation, if issued. SPECIAL REQUIREMENTS: Experience � Interested contractors will be required to provide a technical experience narrative and key personnel resumes in response to the solicitation for this project.� The solicitation may require additional information be provided. The technical experience narrative will describe successful performance on three other projects performed in the last five years that are similar in size and scope.� Key personnel resumes will include a Project Manager, Superintendent, Quality Control System Manager (QCSM), and Fire Alarm System Designer (FAS) and Fire Sprinkler System Designer (FSS designer).� 1. Superintendent/Safety - The Project Superintendent shall have no less than five (5) years� experience as a project superintendent on construction projects of similar scope and size or larger to the project in this solicitation. The experience should demonstrate building construction knowledge, the ability to manage complex projects and coordination between multiple subcontractors, as well as be consistent with the type of construction provided for in this solicitation.��The Superintendent shall have field experience coordinating day-to-day site issues relating to materials, labor, and equipment utilization on government or commercial projects. The superintendent shall also demonstrate knowledge and management of all aspects of design and construction phases within a design build project. 2. Contractor Quality Control System Manager (CQCSM) -The CQCSM shall be an individual within the on-site work organization who shall be responsible for overall management of Contractor Quality Control (CQC) and have the authority to act in all CQC matters for the Contractor. The CQCSM shall have a four-year (i.e. B.S., B.A.) degree in Construction Management (or a related field such as Architecture or Engineering) with a minimum of five (5) years in Fire Sprinkler AND Fire Alarm construction experience in work of comparative size, value and technical complexity to the project in this solicitation. This CQCSM shall be on the site at least once a week during construction (and additional visit as the contractor see fit) and must be an employee of the prime contractor(s) or if a subcontractor be granted authority in writing to function in the capacity as would a prime contractor employee serving in the same capacity.� In addition, the�CQCSM shall be on the site at least once a week for a coordinated site inspection with the GSA PM and/or GSA CM during construction.� This visit must be coordinated by the contractor and government representative. 3a. Fire Alarm System Designer (FAS Designer) - The FAS Designer shall be a current NICET Fire Alarm certified Level IV and/or be a Registered Fire Protection Engineer. The FAS Designer shall have a minimum of five (5) years of design/construction experience in relevant fields of trade (i.e., fire and life safety system design and fire/life safety design reviews). The FAS Designer must be able to read and interpret complex building construction drawings.� Copies of certifications and licensing will be reviewed for validity. Certifications or licenses that are found not to be current will result in a rating below that required for award. 3b. Fire Sprinkler System Designer (FSS designer) - The FSS Designer shall be a current NICET Fire Sprinkler certified Level IV and/or be a Registered Fire Protection Engineer. The FSS Designer shall have a minimum of five (5) years of design/construction experience in relevant fields of trade (i.e., fire and life safety system design and fire/life safety design reviews). The FSS Designer must be able to read and interpret complex building construction drawings.� Copies of certifications and licensing will be reviewed for validity. Certifications or licenses that are found not to be current will result in a rating below that required for award. 4. Construction Project Manager (CPM) � The CPM shall have a minimum of five (5) years� experience in the field of construction management and/or inspection of construction projects of similar size and scope to that of this project.� This experience shall demonstrate the interdisciplinary management and coordination of multiple trades in industrial spaces as well as office buildings for design-build projects in an occupied facility.� The CPM shall have experience with computer-based scheduling software, such as Microsoft Project, Primavera, other similar software and can interpret schedules generated from this system.� In addition to scheduling software, the CPM shall also demonstrate experience with electronic project management applications inclusive of various modules such as budget tracking, Schedule of Values (SOV) input, and Request for Information (RFI) submittal/response functionality. Similar in scope is defined as a project performed in an occupied space of at least 50,000 gsf that required the design and replacement of fire alarm and fire suppression systems.� The information provided will be reviewed for a logical connection with the requirements of this solicitation by including similar scope elements and which demonstrate equal or greater overall project complexity associated with them. Similar in size is defined as a project with a value of at least $750,000.00. TRAINING - The contractor, within two weeks after final acceptance test and system has been accepted by GSA shall conduct a training session during which all maintenance and operational of the systems will be described and demonstrated to personnel selected by the government.� The time of the sessions shall be agreed upon by all parties and shall be conducted by the manufacturer's representative that is thoroughly familiar with the characteristics of the installed system, preferably the individual who accomplishes original system programming.� Notification of this training session shall be given to the Contracting Officer's Representative.� The contractor shall provide up to 8 hours of training.� Contractor shall video tape training session and provided to GSA for future training and reference. WARRANTY - All Materials and labor will be warranted for a one-year period (12 months) following acceptance by GSA. At the end of the 12 months, a re-test of at least 10% of the system shall not be required to be conducted. Contractor will be held financially responsible for correction/replacement of failed components and all other costs associated with any retests should any be deemed necessary by GSA within the time of the warranty. BUDGET PARAMETERS: The total awarded price is estimated to be less than $1million based on budget parameters.�
