- RFI � AFMESA - PHYSICIAN CLINICAL REFERENCE DATABASE THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS; IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1. SUBJECT: The Air Force Medical Evaluation Support Activity (AFMESA) is conducting market research for an Online Physician�s Clinical Reference Database that will be posted on the Air Force Medical Services (AFMS) Virtual Library in accordance with the SOW attached. A link to the database and IP-authentication shall be required for each U.S. Air Force Military Treatment Facility (MTF). All information shall be accurate, complete, unbiased, evidence-based, and referenced with current medical literature. The database shall have search features and a user-friendly interface. This service shall provide multiple, simultaneous access to the site via internet/world wide web. This service shall incorporate use of an internet browser, such as Explorer, Firefox, or Chrome to enable authorized users to retrieve full-text topic reviews written by experts in the medical specialty and fully reference with current literature sources. Medical topics include such specialties as Internal Medicine with subspecialty coverage, Obstetrics and Gynecology, Family Practice, Emergency Medicine and Pediatrics. This will include a finished product that answers clinical questions with a synthesis of the medical literature and positively affects clinical decision making. All questions and Government responses will be made available by email. 2. DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI marked as ""proprietary"" will be handled accordingly. Information provided as a response to the RFI will not be returned. AFMESA will not entertain any questions concerning the composition, requirements, or the nature of services to be performed under any future request for proposal (RFP). 3. BACKGROUND: The AFMS requires specialized analysis to assist the medical staff with decision-making at the point of patient care delivery. Also, the current PCRD allows for contra-indications for drug use and various procedures when complicating factors are present. All the databases will provide possible courses of treatment and enable continuing education credits to be earned. The current database includes the reasoned analysis by presenting a thorough discussion of topics with prioritized, recommended actions including critical caveats from an expert author. 4. REQUIREMENTS: Physician Clinical Reference Database ( CRD), the contractor is required to provide a working database at 76 CONUS and OCONUS Medical Treatment Facilities MTFs) in accordance with the SOW. This database provides the latest published research and best practices, and written Under the expert guidance which is either written or edited by physicians. The physician�s expert guidance expands upon the research and may list the contra-indications for drug use and various procedures when complicating factors are present. The use of the PCRD provides a method for earning acceptable Continuing Education credits (per year) to help USAF medical practitioners meet the minimum standard to maintain their license for USAF health professionals to practice. Responses to this RFI should address the requirements identified, particularly those outlined the attached Statement of Work (SOW). Additional Questions for Respondents: 1. Can you provide a clear demonstration and clear understanding of the requirement? 2. Based on experience, can you provide prior experiences providing this type of medical database, including references to previous contracts? 3.
