Description
The U.S. Coast Guard (USCG) Surface Force Logistics Center (SFLC), In-Service Vessel Sustainment (ISVS) Section, in support of the 175-WLM Major Maintenance Availability (MMA) is releasing this Request for Information (RFI) to gather information related to commercially-available Dynamic Positioning Systems (DPS) on the 175 WLM Class cutters. � Request for Information (RFI) Only. This RFI is issued solely for information and planning purposes � it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on beta.sam.gov 2.0��� Background The 175� Coastal Buoy Tender (WLM) currently uses a Nautronix NMS6000 Dynamic Positioning System (DPS). The system is obsolete and no longer supported by the original manufacturer (OEM). The DPS has inputs from ECDIS, GPS, wind sensor, speed log, and compass etc. DPS uses these inputs to maintain position or track utilizing the ships bow thrusters and port and starboard Z drives. The primary means of communication to and from DPS is via the Machinery Control system (MCS). 3.0���� Requirements Potential Dynamic Positioning Systems must meet the following USCG service requirements: The new system at a minimum shall perform the same functions and meet the performance of the existing system unless otherwise specified herein. The DP System will be capable of controlling the output of a vessel�s thrusters, propellers, and Z-drives automatically maintaining position (fixed or relative) and heading goals without the need to anchor or moor, while simultaneously compensating for wind, current, and other factors that would drive the vessel off-station if left unchecked. DPS shall be designed to provide control information concerning force magnitude and direction to the ship�s propulsion and thrusters or other devices used to provide speed, direction, and attitude control forces. The DPS shall also be capable of interfacing with an aid to navigation position recording system to produce reports of aids to navigation locations. The DP System shall operate the following control modes: Manual position and heading � Operator control of cutter�s heading, direction of movement, and speed. Autotracking � Automatically follow a selected trackline, with or without automatic speed control, and with or without maintaining an operator selected heading. Automatic maneuvering - Positioning of the cutter using the navigational inputs to attain and maintain a set of coordinates. Autopilot � Automatic control of the cutter�s heading, with or without automatic cutter speed control, and with or without active wind compensation.� The DP system shall be able to communicate to the MCS via serial connection using RS-422 or RS-485 interface and NMEA-0183 protocol. The DP system will issue commands for the bow thruster and Z-drive using the input information received via the navigation sensors. For improved performance DGPS data should be provided directly to the DP system and not filtered via EDCIS. In addition joystick controls will also be required in order to allow independent, manual control of vessel heading and position. The DP system shall be able to be supplied from ship�s power supply 450/120VAC, 60hz power via a uninterruptible power supply system (UPS). A UPS is to be provided for automatic DP control system and its associated monitoring and reference system. Each uninterruptible power supply system is to be capable of supplying power for a minimum of 30 minutes after failure of the main power supply. A fault in any UPS is to initiate an alarm in the DP control station. The DP system shall provide a malfunction alarm for the autopilot power failure providing indication of an interruption in power to the autopilot. The DP system shall be IMO (International Maritime Organization) compliant for DPS�s and meet the applicable requirements of IEEE STD 45 and 46 CFR Chapter I, Subchapter J - Electrical Engineering. IMO compliance certificates, EU �Wheelmark� certificates or ABS classification and any other classification society approvals shall be submitted with proposal. The DPS shall fix the position of the cutter to within a two meter accuracy (absolute) using a computer integrated system of both visual and differential electronic methods (including but not limited to �GPS, and radar), where available, with the position information continuously updated within 5 seconds of mark. Fix the position of the cutter to within 16 meters 40 accuracy (absolute) by using electronic methods in any area of operation when GPS is available.
