Description
Project # 541-18-101: Upgrade Fire Alarm System. This is a multi-phased project at the Louis Stokes Veterans Affairs Medical Center (VAMC) located in Cleveland, OH. This multi-phased project that will upgrade the existing fire alarm system at the facility. Upon project completion, the VA will have addressed all deficiencies with the current fire alarm system. The upgraded system is designed to meet all NFPA codes and current guidelines. Phase 1: The contractor will install the new campus fiber loop and all of the new Notifier® head end units. During this phase, all of the new head end equipment will be fully tested and ready for use prior to proceeding to phase two. Phase 2: The contractor will trace out conduits and wiring of the existing field devices, i.e. strobe, horn/strobes, pull stations, smoke detectors, etc. and rewiring them as necessary so that they are reporting back to the head end unit contained within the appropriate smoke compartment/zone. This rewiring effort corrects that type of issue so that only the code required areas will be initiated. In addition to the rewiring of all of the devices, all of the devices will need to be re-programmed as well so that they report and are associated with the correct Notifier® control panel. At project conclusion, each smoke compartment/zone will have its own Notifier® control panel and all of the devices associated to the panel will be contained within the smoke zone it is installed in. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. SET-ASIDE INFORMATION: There is no set-aside for this solicitation. Large, medium and small businesses of all types are welcome to submit a bid. However, all bidders MUST be registered and verified in the following websites: https://beta.sam.gov, to be eligible for award. Bidders MUST ensure registration in this website is accurate, complete and have not expired prior to bid opening date. Project magnitude is between $2,000,000.00 and $5,000,000.00. The NAICS code is 238210. Duration of the project shall not exceed 425 calendar days from receipt of the Notice to Proceed (NTP). BONDS in form of Bid, Payment and Performance will be required. SITE VISIT: a one-time only site visit will be scheduled and that information will be in the solicitation package. The solicitation documents will be posted at https://beta.sam.gov on or about November 24, 2020, with bid opening approximately 30 days later. Dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Bidders (primes & subcontractors) should register at https://beta.sam.gov so others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the https://beta.sam.gov website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at https://beta.sam.gov. Paper copies of the amendment will NOT be individually mailed. By registering to this opportunity, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification amendment will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3, Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates. All requests for information are required to be in writing to the Contracting Officer and shall be received within the time specified in the solicitation documents; no telephone inquiries will be accepted. It is the interested bidders responsibility to be sure your questions were actually received in the contracting office for a response, prior to the cut off period.
