- Description
- The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.501(a), Only One Responsible Source.� The proposed manufacturer is Rees of 1007 Whitehead Road Ext., Trenton, NJ 08638, U.S. NMCSD has a responsibility to ensure the safety and quality of medications, vaccinations, immunizations, and blood products to sustain health services for Service Members, Veterans, and their families.� The Rees Scientific Corporation (Rees) temperature monitoring system, which includes probes, network communication equipment and software is currently in place at NMCSD (via local contract N0025920P0238) and its outlying clinics. The system ensures proper monitoring of temperatures based on the required parameters of each type of regulated product. The Rees temperature monitoring system includes bi-weekly Tech visits to ensure continuity of system functionality where the products that are temperature sensitive and require continuous monitoring are unable to be captured via a calibrated analog thermometer alone.� The current contract at NMCSD is expiring and this requirement will be put in place to continue the continuity of system functionality of the Rees temperature monitoring system. The requirement is for the continuity of system functionality of the Rees temperature monitoring system at NMCSD and outlying Clinics.� The service contract shall provide biweekly Tech visits which include, but are not limited to:� installation of new system components, ensure system is in optimal performance, provide end user trainings, diagnose system errors, evaluate and correct trends and issues identified between visits, verify temperatures or any unstable readings, make adjustments and assist the end users with any issues that could possibly compromise the mission and recalibrate necessary components.� This service ensures the system meets the standards of the Defense Health Agency (DHA), Bureau of Navy Medicine (BUMED), Centers for Disease Control (CDC) and the United States Army Medical Material Agency (USAMMA) which mandates that temperature sensitive products be monitored 24 hours a day by a Digital Data Logging System to track the temperature environment of these products at all times. The Rees temperature monitoring system has an Authority to Operate (ATO) on the Government�s network and is able to track excursions and downtrends, along with this have the ability to provide graphical data that can be stored and exported if needed, provide real time notification, continuous documentation, export of documentation, provide continuous local audio and visual alarms and send out notifications. COVID vaccinations must also maintain strict guidelines set by USAMMA and are monitored with the Rees temperature monitoring system. The system requires bi-weekly Tech visits ensure to proper system functionality. Contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM.� All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. There are not set-aside restrictions for this requirement.� The intended procurement will be classified under North America Industry Classification System (NAICS) 811219.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product.� All capability statements received by the closing date of this synopsis will be considered by the Government.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
