- OFFERORS READ THIS INFORMATION FIRST FOR IMPORTANT OFFER INFORMATION This a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation and a Request for Quote (RFQ) is being requested. Solicitation Number: 36C26321Q0553 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 dated 3/10/2021. This procurement is set-aside 100% for Small Business (SB) entities. At the time of submission of offer and prior to award, the offeror must have an active System for Award Management (SAM) registration reflecting NAICS code 493110, General Warehousing and Storage. The business size standard is $30 Million. The VA anticipates the award of one Indefinite Quantity Contract. Orders will be issued against the awarded Indefinite Quantity Contract. The contract period of performance is from August 2, 2021 to August 1, 2022 and includes four (4) one-year option periods. Option periods shall be exercised at the discretion of the Government. Offerors should be primarily engaged in providing warehousing and storage services on a regular basis. Offerors should carefully review the requirements that are listed within the attached solicitation document including the Performance Work Statement (PWS). Contract employees will be required to provide fingerprints and undergo a National Agency Check (NAC) to determine acceptability for contract employment before obtaining a VA Identification Badge. The VA reserves the right to refuse contract employees based upon background investigation or NAC findings. The Department of Labor (DOL), Service Contract Act (SCA), Wage Determination (WD) Labor Standards applies to orders issued from the Indefinite Quantity Contract and is provided within the solicitation document. The WD specifies the minimum wages and fringe benefits for workers performing on or in connection with the contract. Evaluation of Commercial Items. Price Alone. Offerors are responsible to review the solicitation s FAR provision 52.212-2 to determine the required documentation to be submitted with their offer. Offer Due Date: Quotes are due to the Contracting Office by June 18, 2021 at 11:00 AM Central Time. Quotes shall be emailed to john.becker3@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in full by the Contracting Officer prior to the solicitation closing date and time. Due to email file size limitations, please do not wait until the last minute to email offers. Submission of Offer: Refer to FAR Provision 52.212-1 within the attached solicitation document for instructions on submitting an offer. Solicitation Questions.
