Description
(i)�This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)�Solicitation number W50S81-21-R-0006, is hereby issued as a Request for Quote (RFQ) for Decon Trailer.� A contract will be awarded without discussions as a single, Firm-Fixed Price (FFP) award utilizing FAR Part 13, Simplified Acquisition Procedures. (iii)�This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 and the Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice 20210520. It is the contractor's responsibility to become familiar with applicable clauses and provisions by visiting https://www.acquisition.gov/ . (iv)�This solicitation is a 100% small business set aside and is restricted to small businesses only in accordance with FAR 19.502-2(b). The North American Industry Classification System Code (NAICS) is 336212; Small Business Size Standard is 1,000 employees. (v)�Contract Line Item Numbers (CLIN), items, quantities, and units of measure: 0001�Provide 24� x 8� DECON trailer per the product description below. Delivery date no later than 90 days after receipt of order.�1 Job (vi)�Description of Requirement:� �a. Provide a 24� x 8� Portable DECON Trailer, pintle hook, that meets DOT requirements and can be transported to various locations. Decoupling pintle hook, to provide mobility to the unit and repositioning capabilities.� � �b. Built up trailer must be capable of withstanding the Northeast weather, rated for wet/snow locations, as well as insulation in the floors, ceiling, and walls with a minimum of R-11 �c. Trailer interior to consist of minimum of four light fixtures, vapor tight, capable of providing appropriate lighting for each area inside the trailer (clean, dirty, and hallway).� Include a three way switch, near entry and exit locations, as well as four duplex receptacles, GFI protected, installed in both the clean and dirty rooms (for a total of 8 outlets).� Provide a heavy duty load center with breakers adequate for the equipment within the trailer, minimum 100 amp 240v/120v single phase 60 Hz.� Trailer must have an exterior connection that will allow the trailer to be easily connected to either a building�s power or generator power. �d. Location of doors in diagram are not exact, contractor to determine best location.� Exit signs to be placed inside trailer.� Emergency lights are not required.� It is preferred that the dirty space exit/entrance stairs open towards the end of the trailer.� Provide exterior, heavy duty aluminum framed doors at each entry/exit point with steel steps and handrails.� Steps can be detachable as long as they can be secured to the trailer once it is �parked�.� Steps to be OHSA compliant. �e. Interior is to consist of non-slip flooring, and preferable to have the interior lined with a fiberglass reinforced plastic (FRP) laminate over plywood.� Seams to be sealed in order to create a water resistant interior. �f. 12 full size personnel lockers positioned in clean room with aluminum benches and clothing hooks on walls.� Clothing hooks, shall be 12 on the �clean� and 12 on the �dirty� side of the trailer.� There shall be a bench on both sides of the trailer.� �g. Air ventilation in the dirty room shall be an OSHA approved, ANSI Z9.2 � 1960, ANSI Z33.1-1961, aluminum air ventilation 99.97% filtration capacity, wall mounted for easy access.�� Include a dual filtration system for asbestos and lead with a minimum of a � HP pump, both to be fully automatic and installed in their own compartment. Ventilation system to be mounted to allow access to change filters and properly maintain the system. �h. Trailer shall consist of heating and cooling, minimum cooling unit of 13,000 BTU and minimum heating element at 5,600 BTU.� The dirty room shall include an additional wall mounted electric heater �i. The two rooms shall be separated by a clear air lock curtain, to include along the hallway separating the two rooms. �j.�� The attached drawing is for reference only to provide a general feel of desired outcome, it does not include all the details as outlined above (vii)�Contract award estimated to be July 2021. Item to be delivered to 104 FW, Barnes ANGB, 175 Falcon Drive, Westfield, MA 01085-1482. (viii)� Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Addendum to FAR 52.212-1: To be considered responsive to this solicitation, the Offeror must provide the following in its response: 1.�Pricing for each CLIN and must include the following information: Company Name & Address, Point of Contract, Telephone, Email, Cage Code, DUNS Number, and Business Size. For your convenience, a CLIN schedule with the required fields is attached with this solicitation. Included delivery time that it will take from date of contract to manufacture and provide the trailer. 2.�The vendor shall provide a detail/schematic/diagram/written documentation to illustrate the trailer configuration with enough detail to show how it meets the requirements as outlined in the product description.��� 3.�Vendors to certify provisions 52.204-24 and 52.204-26 by completing the attached PDF titled, �Certification Provisions� by selecting all 4 selectable fields and submitting it with their quotes. 4.�Vendors must complete 52.212-3 Offeror Representations and Certifications � Commercial Items.� A copy of the full text is provided in the attachment Certifications Provisions. 5.�Solicitation amendments, if any, need to be acknowledge. (ix)�Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Addendum to FAR 52.212-2: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, past performance, and other factors considered� The Government intends to evaluate responses and award the contract without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. IAW FAR 13.106-2(b)(3), formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. The Contracting Officer may conduct a comparative evaluation of offers. The Government intends to make an award to the responsible small business whose quote represents the best value based on the following factors: 1.� Technical:� The Government will evaluate the Offeror�s submission as it relates to the product description, and the meeting all the requirements, to include the ability to delivery the trailer within the timeframe or sooner. 2.� Past Performance:� The Government will evaluate the Offeror�s record of past performance in work relevant to the type as called for in the PWS.� Offerors are advised that, in addition to the Past Performance information requested in the Submission Requirements above, the Government may obtain Past Performance information from interviews/questionnaires tailored to the circumstances of this acquisition and/or any other sources available to the Government. Sources may include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIISand interviews with Government Program Managers and Contracting Officers 3. Price:� The Government will evaluate the pricing proposed by the Offeror for fairness and reasonableness based upon comparative assessment priced food items of comparable quality, menus, and other rates included in the proposal with those received from other offerors and upon the Government's knowledge of and previous experience with these items. The Contracting Officer may only award to a responsible vendor whose proposals conform to this combined synopsis/solicitation and offer the best overall value to the Government. Any Offeror's proposal that merely offers to perform work according to the terms of the solicitation or fails to present more than a statement indicating its capability to comply with the terms without support and elaboration as specified in the instructions will be rendered non-responsive. (d) Comptroller General Examination of Record. (1)�The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor�s directly pertinent records involving transactions related to this contract. (2)�The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
