Description
Naval Air Warfare Center � Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with Ametek MOCON, Inc. of Minneapolis, MN, on a sole source basis, for the Permatran-W 3/34 (G Configuration) Water Vapor Transmission Rate (WVTR) Test System (P/N: 021-1200). The Packaging, Handling, Storage & Transportation (PHS&T) laboratory is the Qualifying Activity for specialty barrier materials used to protect high dollar Navy repairables and consumables (SE and ALRE inclusive) from corrosion due to high moisture and high salt concentration during storage, handling and transfer-at-sea.� MIL-PRF-131K, MIL-PRF-22191E and MIL-PRF-81705E are the three prime barrier materials relied upon to provide the high barrier protection to mitigate corrosion.� The Department of Defense and industry use WVTR requirements and testing to evaluate the transmission of moisture through a barrier material to determine the corrosion effectiveness.� Qualification for these three specifications require WVTR testing per ASTM F1249, which furthermore requires that WVTR measurements be taken with the use of an infrared sensor.� MOCON is the only US company available that uses the infrared sensor as they have the patented rights for this technology. MOCON does not have authorized distributors for their equipment. The Government intends to procure the above services under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1, only one responsible source. FAR 6.302-1(a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS.� No contract will be awarded on the basis of offers received in response to this notice.� However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government.� All inquiries and concerns must be addressed to the Contract Specialist, Ms. Sheila Battaglia at sheila.battaglia@navy.mil.� Responses to this notice must be submitted by 22 June 2021.� A determination not to compete this requirement is within the discretion of the Government.
