- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.5, with Millipore Sigma 25801 Industrial Blvd Haward, CA 94545, USA,as the only responsible source that can provide (1) Milli-Q IQ 7000 Ultrapure Water Purification System, installation and removal of currecnt purification system.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2021-06 are incorporated. The Walter Reed Army Institute of Research (WRAIR) intends to procure a firm-fixed-price contract.� The contractor shall provide service to uninstall/remove of one water purification system and supply and install Milli-Q IQ 7000 Purification System. Milli-Q Water Purification Systems are the only ultrapure water systems used within the WRAIR organization. This is to ensure that all medical laboratory research uses the same consistent water purification when conducting experiments. This ensures the reproducibility of experiments; using a different system would hinder the ongoing work of the lab. The system utilizes tap water to provide an ultra-purified source of water, which is then collected, stored, and sanitized. This water system produces ultrapure water by reverse osmosis techniques before it is stored in a tank. The Milli-Q��IQ 7000 system has been tested by an independent and accredited company for compliance with CE directives related to safety and electromagnetic compatibility. The report can be consulted on demand. In addition, the Milli-Q��IQ 7000 system is built using components and practices recommended by UL and has been cUL marked.� A report on Milli-Q��water conformity to Type 1 Water quality as described by ASTM�, ISO��3696 and CLSI��norms, to Highly Purified Water as described in EP, and to Purified Water as described in USP, is available upon request. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
