- This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal (RFP), request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. Note:� the potential acquisition in this sources sought is subject to change before a solicitation is issued, if any. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUBZone), Woman-Owned, and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete for the construction of a new approximately three story, 8,818 square foot (SF), New Administration Building and Marine Boat Storage for Customs and Border Protection (CBP) in Boquer�n, Caba Rojo, Puerto Rico. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code (236220) should not submit a response to this notice.� In any joint venture or teaming arrangement, the Offeror of record must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice.� All potential respondents are reminded that at least fifteen percent (15%) of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(c)(3) - Limitations on Subcontracting. The Small Business size standard for NAICS code 236220 is $39.5 million dollars in average annual receipts over the past three years. This Sources Sought encourages maximum participation of interested Small Business companies. Prior Government contract work is not required for submitting a response under this sources sought synopsis. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice and other market research is solely within the discretion of the Government. Project Description This project is for the construction of�a new three story 8,818 square foot marine support administration building and boat maintenance/storage facility located in Boqueron, Cabo Rojo, Puerto Rico to meet the operational needs of the U.S. Customs and Border Protection Office of Air and Marine, agents and staff. The property is located on a parcel of land measuring�.27 acres (1062 square meters). This parcel of land has a flat topography and is classified as a flood hazard zone and is protected by a coastal lagoon.� �This project also consists of an exterior vehicular parking spaces, emergency generator, water cistern, outdoor lighting, as well as physical security equipment and infrastructure, including�but not limited to� CCTV, intrusion detection system, perimeter security fencing and secured entry. There will also be a new offsite sanitary sewer system�infrastructure installed connecting to existing public utilities which will require demolition, excavation and repair of street right of way. The operational requirements also include but are not limited to the following spaces: 1. Secure vestibule and lobby entrance 2. Administration and supervisory offices 3. Administration support spaces - break room, conference room, fitness room, mat room, restrooms(including showers and lockers) and mailroom 4. Workstation areas 5. Interview room 6. Marine equipment storage 7. Mechanical and electrical rooms 8. Storage rooms 9. HSDN, LAN, and telecom/demarc rooms 10. Weapons and ammunition storage 11. Garbage station 12. Guard shack 13. Two staircases 14.
