SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY � This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice.� NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. �Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. � This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Small firms interested in performing this work are strongly urged to respond to this notice. Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside. �This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach.� No solicitation or technical scope of services is available at this time.� The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions.� Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. � The estimated magnitude of construction is between $25,000,000 and $100,000,000.� � This announcement is to gain knowledge of potential qualified small and large business sources for Levee Repairs for the Lower Mud River, Milton, West Virginia.� � PROJECT DESCRIPTION:� The Lower Mud River Basin extends from its confluence with the Middle Fork in Hamlin to the mouth of Mud River in Barboursville.� Milton, West Virginia, in Cabell County, West Virginia, is the major flood damage center in the basin with a history of flooding, including major floods in 1913, 1939, 1978, 1997, 2003, 2015, 2018, and 2021. � The U.S. Army Corps of Engineers, Huntington District, anticipates future construction work would occur in Milton, West Virginia to protect the central business district of the City from flood related risks.� Construction will generally consist of: earthwork necessary to build an earthen levee approximately 8,300 linear feet in length, two pump stations capable of pumping approximately 60,000 � 90,000 gallons per minute, a gate closure necessary to maintain vehicular access through the levee, a sub-surface seepage barrier (i.e. soil-bentonite mix, or similar) with depths ranging from 25 to 65 feet, relocation of approximately 4,300 linear feet of the existing Mud River, a new raw water intake with low head weir for municipal water supply, natural gas fueled emergency power generators for the pump stations and raw water intake, construction of environmental habitat mitigation areas, demolition of existing structures, and land development needed to provide access roads and utilities needed to operate and maintain the project after construction. The USACE is looking for contractors with experience and capability to perform the following efforts which it should detail in its submission package. Project is for Levee with Channel Modification: Major Project Features: Levee ~8300 ft. in length ~19 ft. tall on average Pump Stations Newman�s Branch John�s Branch Gate Closure Height: 6.4 ft. Width: 33 ft. - 3 in. Type: Stop Log Channel Relocation ~4200 ft. in length Environmental Mitigation Wetland/ Development Natural Channel Development Parking Mitigation Field Parking Development � Both small AND large businesses will be considered for this SOURCES SOUGHT.� The Government must ensure there is adequate competition among the potential pool of available contractors.� The North American Industrial Classification System Code (NAICS) is 237990, which has a size standard of $39.5 million in average annual receipts.�� � The following requests are to apprise the US Army Corps of Engineers, Huntington District, of any prospective business�s capabilities.� Please provide your response to the following.� The submission is limited to 30 electronic pages. � 1) Offeror's name, DUNS number, address(es), point of contact, phone number, and e-mail address and a statement of your firm�s interest in proposing on a Solicitation, if issued.� 2) Offeror's capability to perform a contract with project features listed above and examples of comparable work performed within the past 10 years based on the above criteria.� Indicate your firm�s direct involvement with the project and capability to self-perform at least 15% of the work requirements. � 3) �Describe your firms� performance during the past ten (10) years on similar contracts with respect to cost control, quality of work, ability to work independently and compliance with performance schedules as determined from Past Performance Information Retrieval System (PPIRS) and other sources. (Note: �Other than small businesses� will be required to submit a Small Business Subcontracting Plan prior to any contract award.) � 4) �Describe your firms� capacity to perform the above work concurrently, under stringent timelines, while maintaining a high quality of work. � 5)� Given the magnitude of construction of between $25M to $100M, provide the anticipated level of bonding that your firm can meet (including any joint-venture, mentor-prot�g�, or other recognized partnerships). � The Government is seeking short statements regarding the company's ability to demonstrate existing expertise, experience, and capacity in relation to the areas specified herein.� Commercial brochures or existing marketing materials may be submitted with the Capabilities Statement.� Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. Submission of these prepared materials will not be counted toward the 30 electronic page limit. � This posting is for information and planning purposes only and shall not be construed as a commitment by the Government nor will the Government pay for information solicited.� Respondents will not be notified of the results of the evaluation.� After completing its analysis, the Government will determine whether to limit competition.� Offers that do not meet all requirements outlined in this SOURCES SOUGHT or submit within the allotted time will not be considered. � Firms are strongly encouraged to make known their interest and experience in this type of work.� � Responses shall be submitted via email to Kristin Blake at kristin.d.blake@usace.army.mil no later than 5:00 PM Eastern Time on Monday, June 21, 2021.
