Market Survey W912GB21R0030 Camp Darby Electrical Upgrades, Livorno, Italy This is a Market Survey for information and planning purposes ONLY to help determine the interest and capability of potential contractors to perform services in Italy. NO AWARD will be made from this request for information.� Firms are invited to and highly encouraged to provide answers and feedback to this Market Survey via email to shawna.m.west@usace.army.mil and ryan.s.shoemaker@usace.army.mil no later than 12:00 hours Central European Summer Time (CEST) on 15 June 2021. �All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Acquisition Information The Unites States Army Corps of Engineers (USACE) Europe District (NAU) anticipates soliciting and awarding a stand-alone Firm-Fixed-Price (FFP) construction contract for upgrade the electrical system at Camp Darby in Livorno, Italy. � Project Description The project consists of the replacement of the existing electrical main distribution system of the Camp Darby South. �Project �includes �the �provision �of �new �communication �cable �ducts �with �fiber �optic �cable �which integrates the existing communication system. �New �substation �control �system �will �be �connected �to �the �existing �central �control �workstations �at �buildings �#5112 �(DCO), �#5155 �(PWO) �and �#5140 �(Electrical �Shop). �These �workstations �will �be �updated �with �the �required �hardware �and �software �to �include �all �the �substations included in this project. �A �new �monitoring �system �will �be �also �provided �at �the �Camp �Darby �Communication �node �building �#204 �for �the �monitoring �and �tele?control �of �the �substation�s �equipment �from �a �centralized station. �The �project �includes �the �UXO �inspection �procedures �for �the �removal �of �the �unexploded �ordinance. Capability Statement The following requests are designed to apprise the USACE NAU, of any prospective construction contractor's project execution capabilities. Please provide your response to the following questions using the no more than three pages. 1.�� �Offeror's name, address, point of contact, phone number, and e-mail address. 2.�� �CAGE Code and DUNS number and/or a copy of your entity record on the System for Award Management (SAM, www.sam.gov). �NOTE: �Companies MUST be SAM registered to be eligible for award of any contracts with the USACE. 3.�� �Offeror's interest in submitting an offer on the prospective solicitation if/when it is issued. 4.�� �SOCIET� ORGANISMI DI ATTESTAZIONE (SOA) COSTRUTTORI QUALIFICATI OPERE PUBBLICHE (CQOP) UNDER ITALIAN PRESIDENTIAL DECREE NO. 207/2010: �The applicable SOA Category for this project is OG10 �Plants for the transformation of high/medium voltage and the distribution of alternating and direct current electricity and public lighting systems�, Class IV (up to Euro 3.500.000). � You are specifically requested to indicate whether your firm currently holds this certification or has the ability to obtain it before submitting a proposal? 5.�� �Briefly describe any projects you have completed in Italy demonstrating capability to meet the project requirements ($ value, year completed/ongoing work). � 6.�� �What elements of work would your firm consider subcontracting to other firms? 7.�� �Have you ever worked as a Prime Contractor for the U.S. Government? �If not, have you worked as a Subcontractor for the U.S. Government? 8.�� �Provide comments or identify any concerns your company has regarding the proposed solicitation. � � The Capabilities Statement for this Market Survey is NOT to be submitted as an offer or bid for any future Request for Proposal or Invitation for Bid that may result from this survey, nor does it restrict the U.S. Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Market Survey is for information and planning purposes only and is neither to be construed as a commitment by the U.S. Government nor will the U.S. Government be held financially liable for information solicited.
