Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a sole source contract to Testek Solutions for the procurement of one (1) Roll Over Test Stand, Part Number (P/N) 102427-Px and the supplies and services to upgrade one (1) Roll Over Test Stand Upgrade, P/N 102427 to support the testing of the CH-53K Fuel Dump Pump.� The CH-53K program has a requirement to establish organic Depot repair and testing capability for the 53K Fuel Dump Pump; Both test stands (102427-Px and 102427) will be used to support servicing, maintenance, and installation/removal tasks at the Depot Level of maintenance.� This test stand was specifically designed to test fuel pumps at the Depot level and has the capabilities needed for the CH-53K Fuel Dump Pump with a few modifications to the existing piece of CSE.� Testek is the designer and manufacturer of the Roll Over Test Stand, P/N 102427. �The Government does not possess the manufacturing data or performance parameters necessary to manufacture this test set under a competitive procurement, and the OEM is unwilling to provide/sell its proprietary data.� �Only Testek possesses the manufacturing data required to upgrade this equipment to ensure that it performs the required tests for the CH-53K Fuel Dump Pump while still supporting all other current equipment.� NAVAIR intends to procure under the authority of 10 USC 2304(c)(1), as implemented in FAR 6.302-1. �THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. �However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. �A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. �Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
