- The purpose of this Market Survey is to improve the Government's understanding of the current marketplace and to identify capable sources. Responses to this Market Survey will be used for informational purposes only to support the development of a strategy for the Federal Aviation Administration�s (FAA�s) contemplated Voluntary Safety Reporting Program (VSRP) Support acquisition and will not be released. This is not a Screening Information Request or Request for Proposal. � The continuing mission of the FAA is to provide the safest most efficient aerospace system in the world. Within the FAA, the Air Traffic Organization (ATO) is responsible for ensuring the safe, expeditious flow of air traffic throughout the National Airspace System (NAS). VSRPs are a key component of the ATO Safety Management System (SMS), providing a method to identify and correct potential safety hazards. These important programs encourage voluntarily submitted safety reports from employees involved in the delivery of air traffic services and are foundational to a healthy safety culture. A VSRP provides a confidential, non-punitive mechanism for employees to report safety events and problems. The VSRPs use employee input to identify leading indicators and significant safety concerns or issues, operational deficiencies, non-compliance with regulations, deviations from company policies and procedures, and potential safety events. In this way, the VSRP helps improve safety awareness throughout the NAS The FAA has a requirement for technical and programmatic support of the FAA�s VSRPs, to include support for ongoing VSRP modernization efforts as necessary. This includes: Providing technical expertise in support of FAA Event Review Committees, including developing PowerPoint presentations, compiling sources events, and completing a preliminary review of VSRP report listings; Providing support for software and tools development, design, maintenance, integration, and implementation; Maintaining current VSRP systems and reporting tools; Maintaining FAA�s confidential data and securing and maintaining all activities associated with the management of databases; and Creating and updating dashboards and other reporting tools in support of reviewing VSRP activities and outcomes. This work will support FAA efforts to identify safety concerns in order to utilize information received to identify risk and develop corrective actions. Included as Attachment A to this announcement is the draft Statement of Work (SOW) for the VSRP Support acquisition. The FAA requests responses from industry to include the following: a.���Capability Statement: Responders must provide a Capability Statement that addresses the following: Describe your firm�s ability to provide support to and manage several safety reporting programs, nationwide, to include gathering data, conducting interviews, securing data, conducting data analysis, and reporting the insights that help multiple organizations within the FAA identify safety issues and prioritize responses. Describe your firm�s ability to gather and communicate information for use in committee review sessions, and your ability to facilitate sessions where final consensus of committee participants is required for a final report recommendation. Describe your firm�s ability to design, develop, implement, and integrate safety reporting software/applications that are fundamentally structured around shielding the identity of the reportee and anonymizing the information present within the software/applications. Describe your firm�s approach to analyze and report safety data that utilizes modern data analysis principles, data visualization software, dashboards, business intelligence, machine learning, and other data driven decision-making technologies and methodologies. Describe your firm�s approach to providing innovations and enhancements to safety data gathering, risk management analysis, and safety related reporting. Describe your firm�s understanding of and experience with programs or systems similar to FAA ATO�s VSRPs, the platforms, procedures and methods for gathering, securing, and reporting safety related data. The description must demonstrate your firm�s capability to perform work of similar size, scope, and complexity as the work indicated above and in Attachment A. Describe your firm�s understanding and experience in modernizing safety reporting programs so that they utilize the best industry methods and techniques. Performance Management: describe your firm�s process for ensuring successful performance of the contract requirements. b. Business Declaration: This Market Survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, or women-owned small businesses. The NAICS code for this requirement is 518210: Data Processing, Hosting, and Related Services, with a small business size standard of $35.0M. Responders are requested to review and complete the Business Declaration Form, included as Attachment B to this announcement. This Market Survey must not be construed as an obligation on the part of the FAA to acquire these items. Since this is not a Screening Information Request or Request for Proposal, no results will be issued to the responding firms. No solicitation for these items exists at this time. If a solicitation is issued, it will be announced on the beta.SAM.gov website. It is the vendor�s responsibility to monitor the website for release of the solicitation.� The FAA will not entertain or accept unsolicited proposals for this work. The FAA will not be liable for any costs associated with the preparation of responses to this Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Any costs associated with the Market Survey submissions will be solely at the interested party�s expense.� The FAA may request that one, some, all, or none of the respondents to the Market Survey provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA. Interested vendors� responses must be submitted by email no later than 12:00 P.M. Eastern Time on July 6, 2021.� Responses to this Market Survey are limited to 10 pages and must be in writing, on company letterhead, and must include respondent point of contact information including name, telephone number, e-mail address, and mailing address. The Business Declaration Form (Attachment B) is not included in the page limitation. Any proprietary information submitted must be properly identified. Information from vendor submissions may be used in future acquisition activities on a non-vendor specific basis.�
