Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVFAC SW intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a Single Source. Award is anticipated to occur on or about June 10, 2021 to Nixon-Egli Equipment Company (Nixon-Egli). The period of performance will be for approximately ninety (90) calendar days after issuance of the notice to proceed. As indicated in the attached and approved J&A, per the NAVFAC P-307, Management of Weight Handling Equipment Manual: All work, repairs, and services that are required on Link-Belt cranes are to be performed by an OEM certified/ authorized dealer. Additionally, per P-307, all load-controlling parts that require replacement, must be replaced with OEM parts. Use of non-OEM parts would be incompatible to the existing systems on the cranes, which could result in component and/or system failures. Link-Belt identifies Nixon-Egli Equipment Company (Nixon-Egli) as the only authorized distributor and service provider in California to perform OEM service maintenance on Link-Belt RTC80100 Cranes Service Maintenance is as follows: 1) OEM WINCH OVERHAUL SERVICES for (2 winches) on an RTC80100 Link-Belt Crane (#82-05732). �Contractor shall provide all OEM parts necessary to overhaul both winches as well as the services required for the rebuild of both the RTC 80100�s winches at Contractor�s Service Shop, including the following: 1) Remove both winches on crane 82-05732 and prep the parts for overhaul; 2) Disassemble and replaced required parts to overhaul the winch drums from winch brake to dead end; 3) Install both overhauled winches back into crane 82-05732; and 4) Perform an operational/test on crane 82-05732 to check for proper operation of the winches and crane, as well as checks for leaks and unusual noises coming from the winches. 2) ROUND-TRIP TRANSPORT/TOWING of an RTC80100 Link-Belt Crane (#82-05732). Contractor shall provide transportation/towing of the crane (82-05732) from Naval Base San Diego to Contractor�s Service Shop and then back to Naval Base San Diego after service is completed. Contractor is responsible for any and all permits/fees required for crane transportation/towing.� 3) OEM RESEAL OF HYDRAULIC CENTER SWIVEL for an RTC80100 Link-Belt Crane (#82-05737). Work to be performed on-site at Naval Base San Diego.� Contractor shall provide all coordination, equipment, labor, management, materials, parts, supervision, supplies, tools and facilities necessary to accomplish repairs including the following: 1) Contractor will be responsible to remove all hydraulic hoses and electrical wiring to access the center hydraulic swivel to reseal; 2) Contractor will be responsible to re-install all hydraulic hoses and electrical wiring to the center hydraulic swivel upon the completion of the repairs; 3) Contractor will be responsible to top off the hydraulic fluid and perform an operational/function test to ensure there are no leaks and that all functions of the crane operate correctly per the OEM. 4) OEM INSPECT AND REPAIR/REPLACE THREE (3) BOOM TELESCOPING CYLINDERS for an RTC80100 Link-Belt Crane (#82-05646).� Contractor shall perform the following OEM Service: 1) Remove boom from crane; 2) Disassemble the boom and associated components; 3) Replace inner, mid and outer telescopic cylinders with new link belt cylinders; 4) Inspect boom; 5) Reassemble boom and associated components and install on crane; 6) Check boom alignment and make any adjustments to ensure boom is aligned per OEM specs; 7) Perform operational test and load test the telescope cylinders for drift 5) ROUND-TRIP TRANSPORT/TOWING of an RTC80100 Link-Belt Crane (#82-05646). Contractor shall provide transportation/towing of the crane (82-05646) from Naval Air Station Lemoore to Contractor�s Service Shop and then back to Naval Air Station Lemoore after service is completed. Contractor is responsible for any and all permits/fees required for crane transportation/towing.� The North American Industry Classification System (NAICS) code for this requirement is 811310 with the size standard of $8 million. The applicable Product Service Code is J099. This notice of intent is not a request for proposals or quotes. However, responses may be submitted via email only to Robert Salomon, Contract Specialist at: robert.salomon@navy.mil. Responses received no later than 3:00 PM Pacific Standard Time on June 11, 2021, shall be considered by the Agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
