Description

Description: The U.S. Department of Energy (DOE), Office of Energy Information Administration (EIA), Office of Energy Analysis (OEA) plans to contract by means other than full and open competition. This is a sole source acquisition without full and open competition. The circumstances permitting other than full and open competition are prescribed in FAR 13.106-1(b)(1)(i), One Responsible Source, under the authority of Competition in Contracting Act, 10 U.S.C. 2304(c)(1). This award is to acquire access to Independent Commodity Intelligence Services (ICIS) Data services to provide access to the ICIS Supply & Demand Database with all petrochemicals & all petrochemical feedstocks with 2 months of pre-paid consultancy support. The estimated term of this contract will be twelve (12) months from the date of award.� This notice serves as Notice of Intent to award a sole source purchase order and is not a solicitation or a request for competitive quotes. However, all responsible sources may submit a capability statement by the closing date of this notice, which will be considered by the Government. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and client information for similar work previously performed. Capability statements shall not exceed three pages (including cover letters, graphics, appendices, references, etc.) and shall be submitted via the Message function in FedConnect located at https://www.fedconnect.net. FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE does not provide technical support for FedConnect. Capability Statements submitted via a method other than FedConnect�s Message function will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. CLOSING RESPONSE TIME & DATE: June 22, 2021, 12:00 P.M. local prevailing time (Washington D.C.) ANTICIPATED AWARD DATE: September 1, 2021.
