- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, National Weather Service (NWS), National Hurricane Center (NHC), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Visionworx LLC, dba CCS, to purchase and install a series of monitors to make a digital display screen as a situational awareness, outreach, and media backdrop tool in the Hurricane Specialists Unit. Items to be delivered and installed at the NWS NHC in Miami, FL. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that CCS is the sole vendor that can add to the current media desk system currently installed at the NHC. The HSU video wall will be directly connected with and must be 100% compatible with the current media desk setup. The video wall will be used as a direct- and backdrop-filmed item on live news broadcasts from NHC. Because CCS installed a unique system as a media center, we require that they also procure and install the exactly compatible set of systems for the HSU Video Wall. In addition, both systems must have maintenance and support in conjunction with one another, as an error in one will necessarily instigate a cascade of errors in the other, rendering separate installations and upkeep untenable. A failure in either of these two systems, resulting in a failure of the HSU Video Wall, will have a national security impact due to the high-visibility of the system on international live TV broadcasts during major land falling hurricanes. The ability to properly disseminate hurricane forecast guidance will be impacted negatively by any equipment issues resulting from using a different unique vendor for this installation. Delivery and installation must be complete by 8/31/2021. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
