UNITED STATES DEPARTMENT OF VETERANS AFFAIRS NETWORK CONTRACTING OFFICE 9 NOTICE OF INTENT SPECIAL NOTICE: 36C24921Q0359 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract for 2 Floor Rider Burnishers. The contract is expected to be awarded under the authority of 38 U.S. Code § 8127 ©. Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about June 14, 2021 to Tennant Sales and Service Company. The period of performance will be for sixty calendar days after issuance of the notice to proceed. The Contractor will provide (2) B10-610 Rider Burnishers with one-year return to factory warranty. The contractor will provide training on station at the Memphis VA Medical Center, 1030 Jefferson Avenue, Memphis, TN. 38104. Training for the operation will be provided by Tennant Sales and Service Company. SALIENT CHARACTERISTICS- Items peculiar to one manufacturer. The B10-610 Rider Burnisher has more horsepower than the leading competitor. The machine improves Indoor Environmental Quality (IEQ) with active HEPA dust control and quiet operation. The B10-610 simplifies machine operation and service with simple controls and an exclusive QA Control System. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within seven calendar days after publication of this notice to the email address below. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. All Service-Disabled Veteran Owned and Veteran Owned Small Businesses must submit a self-certifying statement that their company meets all criteria established IAW 13 CFR 121.406(b)(1)(i) through (b)(1)(iii) thus demonstrating compliance with the Non-Manufacturer Rule.
