- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), Office of Marine and Aviation Operations (OMAO) intends to negotiate on a sole source extension with Vaisala Inc., 194 S TAYLOR AVE, LOUISVILLE, CO 80027, using the procedures in FAR Part 15 to provide Dropwindsondes for the 2021 and 2022 hurricane seasons.� The period of performance is a six (6) month period beginning on October 27, 2021 through April 26, 2022 with and an option for an additional six (6) months.� Vaisala is the only company with the manufacturing capability in place to produce dropwindsondes in the timeframe desired by NOAA and the United States Air Force (USAF), until the competitive follow-on is in place.� The contract modification is being proposed on a basis of other than full and open competition in support of the Meteorological Dropwindsonde program for Aircraft Operations Command (AOC) in support of OMAO and ordering authority with the United States Air Force (USAF).� The contract provides dropwindsondes for both NOAA and USAF. The statutory authority for other than full and open competition is FAR 6.302-1, �Only one responsible source.� The North American Industry Classification Code (NAICS) for this acquisition is 334519 Search, OTHER MEASURING AND CONTROLLING DEVICE MANUFACTURING with a business size standard of 500 employees. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 1:00 PM Eastern Standard Time (EST) on June 11, 2021. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to chris.meconnahey@noaa.gov by 1:00 PM Eastern Standard Time (EST) on June 11, 2021.
