Description
In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to negotiate on a sole source basis,, under authority of FAR 13.106-1(b)(1) with InnovaSea Marine Systems Canada Inc.dba as VEMCO of Bedford, Nova Scotia, Canada. Using the procedures of FAR Part 13 to procure 10 additional fish tag receivers, with a transponding hydrophone and surface transponder to expand a fish tracking array in the southern portion of the Chesapeake Bay, and to establish a like array in the Maryland portion of the Bay The applicable Size Standard is North American Industry Classification System (NAICS) Code 334513, with a Small Business size standard of 750 employees. The National The NMFS, Chesapeake Bay Program Office (NCBO), Annapolis, Maryland provides science, service and stewardship to protect and restore the Chesapeake Bay ecosystem. NCBO is working with its partners to deploy a sixteen node fish tracking array in the Southern Chesapeake Bay. The array must be capable of tracking various fish species tagged by multiple entities within the watershed. The array will complement an array being deployed by the State of Maryland in the northern portion of the Bay. The array is a continuation of the Chesapeake Bay Office effort to support the Mid-Atlantic Acoustic Telemetry Observation System (MATOS) a tool designed for acoustic telemetry researchers to streamline data sharing enhance collaboration, and help answer critical management questions about animal movement in the Mid-Atlantic. The equipment must be compatible with the majority of the fish tags used within the Mid-Atlantic region in order to support MATOS. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
