- ACQUISITION INFORMATION: PROJECT NO. 542-21-109, REPAIR FCA DEFICIENCIES BUILDING 5 The VA Medical Center (CVAMC) in Coatesville, PA is seeking professional Architect and Engineering (A/E) services for Project No. 542-21-109, REPAIR FCA DEFICIENCIES BUILDING 5. This announcement is being issued in accordance with the Selection of Architects and Engineering firms (Public Law 92-582) and implemented in the Federal Acquisitions Regulations (FAR) Part 36. Architectural and Engineering (A/E) firms permitted by law to practice the professions of architecture or engineering are requested to send two copies of an SF 330 (8/2016 Edition) and CD from qualified and eligible firms classified as 100% SERVICE- DISABLED VETERAN-OWNED SMALL BUSINESS CONCERNS. This announcement is a Request for SF330s from qualified firms that meet the professional and set aside requirements listed in this announcement. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This is not a Request for Proposal and an award will not be made with this announcement. I. SCOPE OF WORK: This project fully renovates the building, correcting all moisture penetration deficiencies and addressing all Facility Condition Assessment (FCA) deficiencies as clarified below. The project should maintain historical integrity to the extent feasible but must be able to serve all the building s usage needs, must have the most up-to-date systems and must be in accordance with all VA criteria and guidance. The completed building should have visual appeal with the character of the spaces reminiscent of the past. The latest FCA was completed June 29, 2018. At a minimum, this project must replace all equipment and elements graded D and F in the FCA. Since that report, conditions of the building and equipment have further deteriorated, such that more should be considered for replacement. As noted above, moisture damage has occurred. Also, the packaged rooftop units are nearing the ends of their useful lives and contain a phased-out refrigerant and must also be replaced. The A/E must perform an updated analysis of all systems and equipment and all building elements and provide a recommended building restoration plan. The plan must follow the principle of best value to the government. The plan should identify elements to replace, elements to refurbish and elements to defer to a future marker. The evaluation must include destructive and/or non-destructive testing as required to address structural deterioration which may be hidden behind finishes. The Building Restoration Plan will be the Conceptual Design Submission. It must include not only facility condition deficiencies, but also historical restoration recommendations, such as windows and lights and finishes. A key challenge of the A/E will be to determine how to sensitively modernize to meet up to date codes for energy, accessibility, indoor air quality, acoustical quality, etc. After the CVAMC reviews the Building Restoration Plan and reaches consensus with the A/E on the best course of action, the A/E firm shall prepare design plans and specifications for construction and installation of selected solutions. The project includes, but is not limited to, all the necessary demolition and new construction of walls, doors / frames, electrical requirements, roofing, exterior moisture mitigation, architectural finishes and new HVAC system and plumbing requirements in order to satisfy the requirements as noted in the FCA Deficiency Report and in compliance with all building codes and VHA design guidance. Design a complete and functional user-friendly environment in accordance with VHA Directives and all National Architectural, Electrical, Mechanical and Building Codes, ADA Requirements, Fire / Life / Safety and Security Codes, Joint Commission Compliance, and all applicable VA Design Manuals. Incorporate from the beginning of the project, third party commissioning to be completed at the end of the project and full reports to be issued to the CVAMC Contracting Officer. There is a possibility of asbestos insulation on the bathroom piping located behind the walls. The asbestos is to be abated, the pipes replaced, and a third party Certified Industrial Hygienist (CIH) is to be contracted by the A/E for oversight. Lead abatement is also to be reviewed. The consultant must work with VA staff to determine the extent of the mechanical electrical, civil, and architectural systems installation for each area to meet minimum program criteria requirements and stay within budget. The project shall include all necessary work to design and construct complete and functional systems in accordance with the Department of Veterans Affairs (VA) requirements, industry standards and all applicable code requirements. The systems and equipment must maximize energy efficiency to the extent practical. The scope of work includes but is not limited to the following: Evaluation of existing conditions, Architectural programming and design charrettes as required, Sizing calculations, Providing recommendations and cost estimates, Implementing value-engineering decisions to meet required construction budget, Involvement of a certified industrial hygienist (CIH) to incorporate the necessary guidance in the construction documents as applicable, Providing submittals and final documents as indicated below. The Following Investigative Work shall also be included Within the Scope of this Project: Perform a Code analysis to ensure that the applicable Codes are being applied. Provide any civil, structural, architectural, electrical and mechanical investigative work necessary for properly designed and coordinated systems and elements. Prepare any measured drawings of existing systems or facility required to ensure the accuracy of your design. Take digital photos of site major features and connection points. Digital format must be compatible with VA software. VAMC Coatesville photo ID badges are required to be worn by all consultant personnel during all project site visits. Other: Complete review and analysis of contractor's project cost proposals. The consultant shall check Government furnished and/or the Construction Contractor's shop drawings, detail drawings, schedules, descriptive literature and samples, testing labor atory reports, field test data and review the color, texture and suitability of materials for conformity with the design concept and construction documents. The consultant shall recommend approval, disapproval, or other suitable disposition. The consultant shall evaluate the submittals with reference to any companion submittals that constitute a system. When necessary, the consultant shall, through the Contracting Officer's Representative (COR), request the Contractor to submit related components of a system before acting on a single component. The consultant may be required to hold joint reviews with the VA technical staff on complicated system submittals. The consultant shall notify the COR in writing of any and all deviations from the requirements of the construction documents that he has found in the Construction Contractor's submittals. Such responsibility shall be carried out with reasonable promptness as to cause no delay. Construction period site visits as required. Include Ten (10) site visits, 8 hours each, for budget purposes. (Please include the price for additional site visits should they be desired.) Reproduction costs: The cost of reproducing contract documents (drawings and specifications) and delivery to the VA Contracting Officer. Specifications should be spiral bound (as made by GPC) with a clear plastic front cover and a back cover. Infection Control: The ""Pre-Construction Risk Assessment (PCRA)"", shall be completed and incorporated into the final construction documents. The consultant shall update all AutoCAD Drawings to reflect as-built conditions, based upon mark-ups provided by the Contractor. The consultant shall provide to the COR a complete set of as-built drawings and compact disks (CD) of electronic contract documents as described in Article III, CONSTRUCTION PERIOD SERVICE REQUIREMENTS, below. Drawing Requirements: Submitted drawings must be completed in accordance with VA Design and Construction Procedures. Media submission CD compact disk requirements include: Drawings in AutoCAD 2014 format: font selection limited to ""Bold.SHX"" and ""ROMANS.SHX"", menu must be set to ""ACAD.MNU"" and drawing must be layered and named in accordance with approved VA layering guidelines. II. TIME SCHEDULE REVIEW AND SUBMITTAL REQUIREMENTS: This article specifies documents and contents required to be submitted by the consultant to the Department of Veterans Affairs (VA) for each scheduled review, and the due dates for each submission. Available reference materials pertinent to the design and submittal requirements are indicated in Article IV, AVAILABLE REFERENCE MATERIALS, below. Submissions must be complete in accordance with this attachment and all referenced materials. COR acceptance of each submission is required before proceeding to the next submission. The consultant shall complete the design within 260 days. Conceptual Design This submission is the Building Restoration Plan. It must include a plan to correct facility condition deficiencies and to provide limited historical restoration. The purpose of this phase is to provide successful programming for the building, to determine a clear plan and direction for further development. Conceptual design options must be provided to the VA, taking into account user requirements and available building and site conditions and infrastructure, and the construction budget. Provide documentation to the CO/COR as required to fully communicate the design options. Aspects which must be addressed include, but are not limited to: Site Architectural Cost estimating Schedule and phasing Sustainability Utilities and building services Physical security Historical relevance Completed conceptual design documents are due 60 days after Notice to Proceed. This submission will be reviewed and a review meeting with the consultant will be held within 15 days after submission receipt. Schematic Documents Review The objective of this submission is to develop the Building Restoration Plan by providing further detail to intended engineering system approaches and providing an architectural layout showing modifications needed to facilitate the Building Restoration Plan. Close coordination with the VA will be required. The purpose is to ensure that the design development of the project is properly focused, aligned with VA requirements and within the scope of the Contract. Provide complete sets of documents as outlined and in quantities as required by the table below. Submissions shall be FedEx or other overnight delivery service to the addresses listed below. Schematic documents are due 105 days after Notice to Proceed. 50% Construction Documents Review The objective of this submission is to provide the VA with project documents in sufficient detail to evaluate the design, its adherence to the project scope and the consultant s ability to interpret the design criteria and prepare biddable documents. Provide complete sets of documents as outlined and in quantities as required by the table below. Submissions shall be FedEx or other overnight delivery service to the addresses listed below. 50% construction documents are due 150 days after Notice to Proceed. 95% Construction Documents Review The objective of this submission is to provide the VA with construction documents which are substantially and technically complete, in the proper format, biddable, constructible, coordinated between all disciplines and adhering to the project scope for final review by the VA. Provide complete sets of documents as outlined and in quantities as required by the table below. Submissions shall be FedEx or other overnight delivery service to the addresses listed below. 95% construction documents are due 195 days after Notice to Proceed. 100% Construction Documents Review The objective of this submission is to for the VA to verify that all previous comments have been properly addressed prior to issuance of final bid documents. (This submission may be waived by the VA if the 95% submission is substantially and technically complete and the VA has confidence that the remaining comments will be effectively addressed by the consultant for the final construction documents submission.) Provide complete sets of documents as outlined and in quantities as required by the table below. Submissions shall be FedEx or other overnight delivery service to the addresses listed below. 100% construction documents are due 240 days after Notice to Proceed. Construction Documents FOR BID Provide complete sets of documents as outlined and in quantities as required by the table below. Documents must be labeled FOR BID. This will be submitted for contractors to bid on the project. Submissions shall be FedEx or other overnight delivery service to the addresses listed below. Final construction documents FOR BID are due 10 days after the 100% (or 95% if applicable) design review meeting. Additional days are allocated to allow for issue resolution, mailing, minor flaws. This brings the total amount of days to 260 days from NTP. Construction Documents FOR CONSTRUCTION Once the documents are posted on the government website for contractors to bid on, the contractors will have 15 days to ask questions for clarification and to remove ambiguity. With the assistance of the A/E, the VA will provide responses to Contractor questions and post the responses through amendment on the Government website. The contractors will have 10 days to submit a cost for the project. A contractor will be selected. The A/E shall incorporate all changes to drawings and specifications from Contractor RFI s during bidding and shall provide complete sets of documents for the CO, COR and selected contractor called Construction Documents FOR CONSTRUCTION , which will be inclusive of all of the amendments that affected the drawings and specifications. The A/E shall provide those documents as outlined and in quantities as required by the table below. Documents must be labeled FOR CONSTRUCTION. Submissions shall be FedEx or other overnight delivery service to the addresses listed below. Final Construction Documents FOR CONSTRUCTION are due 10 days after the selection of a contractor for construction III. CONSTRUCTION PERIOD SERVICE REQUIREMENTS Review of Contractor's Cost Proposal: Review and evaluate cost proposals submitted by selected construction contractor(s) prior to contract award when requested by the Contracting Officer. The consultant shall provide written analysis of the cost proposal(s), specifically citing areas of excess cost (labor, materials, etc.) or omissions of key requirements of the contract. The consultant should reference and compare costs for items as listed in the consultant 's final cost estimate. Review of Submittals: The consultant shall review all submittals (material submittals, shop drawings and test reports (if required), etc.) and return them to the Contracting Officer's Representative (COR) within 10 working days or as otherwise required by the Contract. Review of Change Order Requests and Requests for Information (RFI): The consultant shall respond promptly to all Change Order Requests and Requests for Information as required by the Contract. Site Visits: The consultant shall provide up to ten (10) site visits; eight (8) hours each Construction Phase site visits including the final inspection when requested by the COR. (Please include price for additional site visits should they be desired by the COR). Written meeting minutes and recommendations shall be provided to the VA by the COB (Close of Business) on the following workday. E-mail copies of digital photographs from site visits when requested by the COR. ""As-Built"" Document Requirements: Drawings: The consultant shall update all AutoCAD Drawings to reflect as-built conditions, based upon mark-ups provided by the Contractor. The consultant shall provide a complete set of As-built drawings and two compact disks (CD) to the COR, each containing a complete set of as-built drawings in Adobe PDF format and a copy of all of the AutoCAD as-built files with ""xrefs"" bound and consultant title block information erased per consultant requirements. Specifications: The consultant shall update the complete set of specifications to reflect all changes issued. The consultant shall provide two compact disks (CD) to the COR, each containing this complete set of the final specifications in Adobe PDF format. A/E is to be diligent in ensuring accurate as-built drawings. A/E is to provide one (1) full size drawing, one (1) half size drawing, and three (3) CD s to the COR with corrected as-builts modifications and dated. IV. AVAILABLE REFERENCE MATERIALS Prints of the station site, utility drawings and building floor plans may or may not be available. The accuracies of these drawings are not guaranteed and shall be used only for general information. Actual conditions must be field verified by the consultant. Energy, Water Efficiency and Renewable Energy: The consultant shall specify in the construction design specifications the use of the maximum practicable amount of recovered materials consistent with the performance requirements, availability, price reasonableness, and cost-effectiveness. The consultant shall also consider energy conservation, pollution prevention, and waste reduction to the maximum extent practicable in developing the construction design specifications. Energy-consuming products must comply with the following applicable requirements. EVALUATION CRITERIA The A&E selection criteria for this acquisition is listed in descending order of importance. Sub-elements are of equal importance. FACTOR 1: TEAM PROPOSED a. Offerors must provide background of firms (prime and sub-consultants), Project Manager Subcontractors/consultants for each engineering specialty (included but not limited to: Civil, Structural, Architectural, Electrical, Mechanical) and list of key personnel with professional registrations, certifications, licenses and/or other relevant credentials (ex. Registered Architect-RA, Professional Engineer-PE, LEED Accredited Professional, Certified Planner. List all State registrations for individuals licensed in multiple jurisdictions. b. Offerors shall identify and provide resumes of all key personnel. Key personnel are those who will be directly involved in providing the contract services will be evaluated on education, project experience, technical ability and other relevant qualifications that will provide the best opportunity for the successful completion this contract. Indicate specific role of key personnel for this contract and their level of involvement in example projects under Section G in Part 1 of the SF330. c. Specify the percentage of work on each project performed by each partner, if the project is a joint venture. If supplemental resources are needed, identify how the resources will be obtained through partnering or teaming. FACTOR 2: PREVIOUS EXPERIENCE OF PROPOSED TEAM a. Offeror shall include project design experience in each category and a summary of the total number of projects completed: psychiatric units, hospitals, VA Medical Centers. b. Offeror shall provide at least two (2) designs/projects in size/scope of similar CVAMC design - include 1+ with historical significance. FACTOR 3: PROPOSED MANAGEMENT PLAN a. Offerors must provide an organizational chart identifying key personnel for this contract. Additionally, offerors must provide a management plan which describes the firm's ability to accomplish work with in-house personnel either onsite or at branch offices, and clearly delineate what work will be performed by subconsultants. Proposals will be evaluated on how teams are organized, effectiveness of the organization, how well the teams work together, how they will maintain good working relationships; that roles, responsibilities and authorities are clearly established; how the teams can be proactive or responsive to emerging situations, conducting situation evaluations and make midcourse corrections. The evaluation will also consider the firm's present workload and the availability of the project team for the specified contract performance period. b. Evaluation will also include communication; is there a plan and commitment to timely communications; are communications defined, clear, and efficient and demonstrate how stakeholders are included. FACTOR 4: PROJECT CONTROL AND RESPONSE TIME Plan should state the offerors proposed response time to review shop drawings, RFIs, change order requests, submittals, etc. Offerors should note if selected, response times proposed may be incorporated into the statement of work as the standard. Plan should state the techniques planned to control quality of plans and documentation, techniques planned to control schedule and cost and personnel responsible for quality, schedule and cost control. EVALUATION CRITERIA - PHASE II: Phase II of the selection process will include inviting approximately three (3) firms that progress from Phase I to the Coatesville VAMC for an interview/presentation session. The criteria for selection during Phase II of the selection process shall contain the criteria for Phase I and the following below additional criteria. The A/E selection criteria for factors 1 through 7 are listed in descending order of importance. Sub-elements are of equal importance. FACTOR 5: PROPOSED PROJECT DESIGN AND ESTIMATION APPROACH The Offeror shall provide information on how they conduct meetings/reviews with the customer. Contractor s method for presenting and sharing information related to requirements development and designs with the engineering staff. Contractor s method of presenting the design to the CO and executive leadership. Contractor s process for incorporating design review comments to include timeliness, correctness, and presentability. Offeror shall provide information on adherence to PG18-15 AE Submissions, incorporation of the VA Design Guides and Manuals, incorporation of historical preservation into design. Experience in NFPA 70E and 101 Life Safety Code, Industrial Hygienist. Design approach statements will be evaluated based on demonstration of a clear understanding of the instant project. Statements should identify potential problems and proposed solutions. Statements shall also outline designers plans to execute project and plan subsequent construction while minimizing impact on VA hospital operations. Evaluation will also consider business philosophy, customer service philosophy and standard level of care. Offeror must provide their method for determining Opinion of Probable Construction Cost (OPCC), including the tools and methodology used. Offeror must identify Awarded Construction Cost vs A/E Estimated Cost for 10 most recent projects (A/E estimate vs. awarded construction cost). FACTOR 6: GEOGRAPHICAL LOCATION AND PLAN The plan will outline the team s knowledge of Coatesville and unique requirements, along with the team s ability to accomplish the required A/E services. Offeror s must indicate firm s/team s location, including main offices, branch offices and any subconsultants offices and demonstrate how the team will service the geographical area. The plan shall demonstrate knowledge of local conditions within the geographical area including operational, strategic issues for all areas of design, as well as bidding and construction related to the key disciplines. This may include everything from supply, labor force, weather and seismic conditions, to the local construction climate's impact on cost estimating. There will also be consideration given to how key team members can conduct pre-design site review of the proposed work while minimizing extra cost to the government for travel. NOTE: Time will be measured from the Coatesville VAMC via car to the firms indicated office where the work will be performed. FACTOR 7: PAST PERFORMANCE AND SUBCONTRACTORS Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules will be evaluated. Past performance and specialized experience will also be evaluated based on example projects with past client/customer reviews. The Government will utilize CPARS for the collection of past performance reports. Offerors are encouraged to list awards, letters of recommendation, outstanding merits, evaluations, or letters from past clients that demonstrate quality in design, superior project management, customer service, or professional performance. The Government may also use corporate knowledge when evaluating this factor. Offerors shall submit 2 -4 references of designs for Medical Centers. Past Performance Questionnaires will be sent directly from the Contracting Officer to the references provided. The contractor shall provide a summary identifying the extent to which it commits to the use of Service-Disabled Veteran-Owned Small Businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.
