This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-05. This combined synopsis/solicitation is being advertised as a Total Small Business set-aside. North American Industrial Classification Standard 541810 applies to this solicitation; business size standard is $16.5m dollars. The following is needed: The 126th Air Refueling Wing (126 ARW), Air National Guard is seeking opportunities that will promote the Air National Guard and recruit interested/qualified applicants to serve as members of the 126 ARW. The 126 ARW is seeking quotes and proposals for advertising campaigns. The request is to have Air National Guard advertisement displayed to build awareness of the Air National Guard in the surrounding Metro East cities to include but are not limited to: Scott AFB, Shilloh, Belleville, Swansea, Fairview Heights, Washington Park, and East Saint Louis. �The goal of this advertisement will build community awareness and potentially generate applicants to serve in the Air National Guard. The 126 ARW has unsuccessfully used billboard advertising in the past and is seeking new mediums of advertising. There are existing national advertising campaigns for social media advertising and this solicitation is not seeking to duplicate effort. The 126 ARW has access to visual promotional material and does not require new digital illustration. The 126 ARW is envisioning a campaign under which existing images are hosted by a provider for public display. Preparing and Submitting your Quote: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include feasible period of performance (not to exceed 1 year). Quotes need to include: Advertising campaign details. Demographic information of targeted audience. Method for tracking impressions on target audience. Looking for the best campaign at the government price point: $14,000 All questions and quotes must be directed to 126 Contracting Officer via email at 126.ARW.MSC.Org@us.af.mil. Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for 30 days, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer�s discretion. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. All solicitation specifications are not absolute and the 126ARW will consider innovative solutions to this requirement. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities quoted. Technical evaluation will be based on the advertising campaign plan which is submitted and best meets the government vision. The final price point will be decided based on availability of funds and benefit of additional services. This is a funded requirement. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL OR MULTIPLE AWARDS. If not already registered in SAM, go to WWW.SAM.GOV to register prior to submitting quote.
