2JUNE21 - SITE VISIT ITINERARY�ADDED TO SAM.GOV The U.S. Army Corps of Engineers Los Angeles District has been tasked to solicit for and award a construction contract for the Office of Border Patrol (OBP) mission for Tohono O�odham Nation � Integrated (TON-IFT) Project Road and Site Preparation, Ajo & Casa Grande area of Responsibility (AOR) Border at Pima County, Arizona. PROJECT DESCRIPTION: The requirement consists constructing multiple high-water crossings across the Vamori wash. Currently, the Vamori Wash crossing is an at-grade crossing. As a result, during rain and flood events the wash becomes unpassable, forcing vehicular traffic to take lengthy detours. The construction of these high-water crossings will allow unimpeded traffic flow even during adverse weather conditions. The project is located near the U.S./Mexico border on the Tohono O�odham Nation approximately 2-hours southwest of Tucson, AZ and approximately 1-hour south of Sells, AZ. MINIMUM CAPABILITIES REQUIRED INCLUDE THE FOLLOWING: Work includes the construction of: multiple high-water culvert crossings; fence relocation and installation; earthwork and fine-grading; grouted riprap; erosion control elements such as articulated mats; and other related construction components as outlined on the construction plans and specifications. PROCUREMENT SET-ASIDE: This acquisition is 100% Small Business set-aside.� In accordance with DFARS 236.204, the estimated magnitude range for this project is: Between $10,000,000 and $20,000,000.� The North American Industry Classification Code (NAICS) for this procurement is 237310 � Highway, Street, and Bridge Construction, with a size standard of $39,500,000.00.� Interested Firms must be considered small business for the designated NAICS in SAM.gov website.� The PSC is Y1LB � Construction Of Highways, Roads, Streets, Bridges, and Railways. SELECTION PROCESS:� This acquisition will be conducted under a competitively negotiated source selection process in accordance with FAR 15 � Contracting by Negotiation.� The acquisition will be using the Best Value �Trade-Off� procedures.� This process permits tradeoffs among cost or price and non-cost factors and allows the government to accept other than the lowest price proposal.� Both technical and price proposals will be required.� Non-cost factors (evaluation factors) may consist of the following: Environmental Compliance, Technical Approach, Experience, Key Personnel Resumes, Past Performance, and Schedule. CONTRACT TYPE: The government will award a firm fixed priced construction contract to the offeror who submits a proposal that is the best value to the government. BESTSAM.GOV:� Plans and specifications will not be provided in hard copy.� The solicitation and amendments will be posted on https://sam.gov/content/home .� Solicitation W912PL21R0015 and all amendments for this acquisition will be posted on https://beta.sam.gov/.� THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND ALL AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY). No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. Viewing/downloading documents from https://beta.sam.gov/ will require prior registration in System for Award Management (SAM). SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION REQUIREMENT: Offerors shall have and shall maintain an active registration in the SAM database at�https://sam.gov/content/home to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO CHECK THE DESIGNATED GOVERNMENT POINT OF ENTRY - BETASAM - FREQUENTLY FOR ANY AMENDMENTS OR CHANGES TO THE SOLICITATION. ALL OFFERORS/BIDDERS ARE ALSO ADVISED THAT THIS PROCUREMENT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE SOLICITATION, EVALUATION AND/OR FINAL AWARD PROCESS.�
