Page 1 of Page 4 of 4 Page 1 of INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the DESIGN-BUILD for the Parking Garage Expansion at the Phoenix VA Medical Center (VAMC). PROJECT DESCRIPTION: The purpose of this project is to improve veteran s experience at the Phoenix Veterans Administration Health Care System by increasing 389 parking spaces to the current available on-site parking. Feasibility efforts have determined the optimal option to achieve this goal is to expand the existing PVAMC parking garage and improve the overall efficiency of the combined structure. The existing structure was designed for future expansion, where mandrel connections can be placed on the west and north faces. Due to space constraints, it has also been determined that the north end expansion be built over a future underground storm water detention basin. Improvements to the current PVAMC storm water system are being addressed in a separate design project, but the design will not be complete by the time construction for the parking garage expansion will begin. Retention basin 1 (RB1) is where a majority of the campus storm water collects and is the location of the planned underground storm water storage tanks. RB1 frequently overfills since it does not percolate as expected by design. This causes flooding to numerous areas of the campus and requires grounds crews to manually pump water to other areas. It is critical that the underground storm water storage at RB1 be designed and built to detain storm water with a positive connection to the City of Phoenix (COP) storm water system prior to, or during, the construction of the parking garage expansion by the parking garage expansion design-build team. The contractor shall provide the complete design and subsequent construction of expanding the parking garage and storm water detention basin. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 Million. The solicitation will be issued on or about March 14th, 2021. The period of performance is approximately 480 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be greater than $10,000,000.
