Note: Statement of Work is revised from previous versions.� GSA Public Buildings Service, Acquisition Management Division, Florida Branch (4PQF) 501 E. Polk Street, Suite 805�Tampa, Florida 33602 is issuing subject�Request for Proposal (RFP)�for a firm fixed price general construction design build contract to perform the work listed below in the project summary.�This acquisition is 100% set aside for small� business concerns�under NAICS 236220, (size standard $39.5 Million). The magnitude of the procurement is estimated to be between $1,000,000 - $5,000,000. Project Summary: Work to be performed under this Design-Build contract involves repairs to correct identified water intrusion points at the plaza level of Charles E. Bennett Federal Building, in Jacksonville, Florida.� A comprehensive study was performed in December 2015, to identify water intrusion points and to provide conceptual design solutions to correct the problem(s). Repairs shall be designed and performed in general accordance to the recommended conceptual design solution, as identified in the study�s final report (December 23, 2015) as �Option 3R� (Option 3, revised). Base bid includes Recommendations items 1 � 7 Option 3R as outlined in the attached TTV Survey and generally consists of: Removing the exterior plaza paver system installation of a liquid membrane coating on existing deck membrane, installation of structural concrete to full height of existing concrete perimeter beams (approximately four inches in depth) tapered to permit proper drainage away from structure, installation of new floor drains at 30ft intervals to tie into existing drain system, replacement of full-height first-floor windows with a resized bottom lite to allow for the installation of a 12 inch concrete curb to support the window assembly above the potential water levels on the plaza deck. BASE contract shall include the following recommendations: 1. Modify the existing Plaza Deck areas as follows at a minimum: Option 3R. (Alternate) a. Remove all pavers and sand. b. Install a liquid membrane coating on existing deck membrane. c. Install structural concrete to full height of existing concrete perimeter beams, approx.. 4 inches thick; tapered to permit proper drainage away from structure. d. Install new roof drains at 30ft intervals to tie into existing drain system, Approximately 4ft of piping at each drain location, taper concrete to allow for adequate flow to the roof drains. e. Ensure all membrane terminations extend terminations above water plane, utilize liquid applied barrier at all termination points. f. Remove all full height windows reinstall windows with a resized bottom lite to allow for the installation of a 12 inch concrete curb to support the window assembly above the potential water levels on the plaza deck. #1 All work outlined in Modification option 3R shall be included in the base bid #2 The survey references Expansion Joints however this is control joints #3,� #4, #5 Include all sealants for the ground floor and the 1st floor in the base bid #6 Not Used #7 Bid Option 1 Include the remainder of all sealant replacement, cleaning, etc. #8 NIC Option #1, If executed, the contractor shall provide all design work necessary for replacing all remaining exterior building sealant systems, including buildings windows, and building�s precast concrete panels. Upon completion and acceptance of the design provide all� materials, labor, Scaffolding, and equipment, to replace the exterior sealant system for all windows, and precast concrete panel joints. All requirements for this work are outlined in the Water Intrusion Analysis Charles E Bennett Federal Building Dated December 23, 2015 prepared by TTV Architects Inc. Include cleaning of all exterior windows, brick, concrete, and stone surfaces, stairs, and sidewalks. Include final window washing. Remove all sealant and backer rods from concrete panel joins and prepare joints for sealant, as described by the sealant and backer rod�s manufacturer-END See solicitation documents for further requirements.�
